KARACHI - Chairman Implementation Commission Mian Raza Rabbani called on Chief Minister Sind Syed Qaim Ali Shah here at the Chief Minister House here on Saturday. The two leaders discussed the implementation of the 18th Amendment and the flood situation in Sind. Mian Raza Rabbani briefed the Chief Minister on the working of the Implementation Commission with reference to the 18th Amendment. Both the leaders reiterated their resolve to implement the 18th Amendment in letter and spirit. They also expressed the resolve to complete the process of devolution i.e. transfer of subjects from the Federal Government to the Provincial Governments which were on the concurrent list by the 30th of June, 2011. The Chief Minister was informed that in accordance with the decision of the Council of Common Interest, the process of devolution will be incremental and shall be completed by the date given in the constitutions. The province despite the floods should prepare their infrastructure to take on these new responsibilities. They observed that the 18th Amendment was unanimously passed by parliament and has ownership of all political parties within the parliament and the four provinces. They also observed that the 18th Amendment ensures provincial autonomy, making federation and the provinces co-owner of their natural resources with joint management through a strengthened Council of Common Interest. The two leaders observed that the 18th Amendment is a reflection of the collective struggle of democratic forces in Pakistan and a commitment that was made by Mohtarma Shaheed Benazir Bhutto to the people of Pakistan. Meanwhile, Advisor to Supreme Council of Qatars royal family Major retied Amjad Rafiq Khan on Saturday met with Sindh Chief Minister Syed Qaim Ali Shah. On behalf of Qatars royal family, he handed over the relief aid amounting of Rs400 million for the flood affected people of Sindh.
