A fact-sheet on missing persons in Balochistan


LAHORE – The security and law and order situation in country’s largest province, Balochistan, is worsening since the hostile agencies have stepped up propaganda campaign against the nuclear armed State by relentlessly propagating issues like missing persons, extrajudicial killings, mutilated bodies and target killings.
Anti-Pakistan elements having spotted internal vulnerabilities have also launched hostile campaigns to show the country in bad light. Indo-US allegiance with clear signs of intrusiveness is making desperate efforts to prompt certain political and social groups to exploit the prevailing situation in the country, particularly in the mineral-rich province Balochistan.
According to security experts and political pundits, for every ill that happens in Balochistan, Pak Army and ISI are unjustly and deliberately blamed.
The obvious outcome is alienation of Baloch population. Such issues are normally projected using foreign funded local organisations like Human Rights Commission and dissident elements settled in US and Europe.
Initially, a bedlam was created by projecting that thousands of people have gone missing. Then a figure of 2,390 persons came up from the entire Pakistan. It was after detailed scrutiny that this number reduced to 392 persons, official sources said, adding, that includes 114 cases pertained to Balochistan.
As on December 30, 2010 through the efforts of the Commission 67 cases were resolved leaving a balance of 47 unresolved cases.
At present only 46 unresolved cases of Balochistan remain although 33 new cases were registered since December 2010.
Security agencies of Pakistan have provided all the information they had on the subject to the courts. Yet there are some quarters, which are out to tarnish the image of intelligence agencies. They may be successful in their efforts to certain extent but they cannot deter security agencies of the country from performing their assigned tasks.
The other most-favourite ploy adopted by these quarters is to generate propaganda against Pakistan, is dissident Baloch elements residing abroad, according to political experts.
These so-called Baloch leaders are being projected as champions of Baloch case and are accommodated at prestigious forums.
One such example is that of Munir Mengal, who had moved to Paris in 2008 with the help of Indian intelligence agency RAW and French government. At present, he resides at 5 Fue de Douai, 75009, Paris and is heading an NGO by the name of ‘Baloch Voice Foundation’ located at Cine-Desk, 52, Avenue Pierre Semard, 94200 IV RY-Sue Seine, where he moved on January 27, 2012. 
He is also trying to project so-called Baloch voice at forums like UN and EU. He has been a regular visitor to India and has participated in number of conferences organised by IDSA. He met with a number of Indian officials and RAW operators that makes his connections with RAW an open secret. He has been regularly attending sessions of United Nations Council on Human Rights (UNCHR) to voice anti-Pakistan propaganda.
Reportedly, his NGO has been registered with the World Trade Organisation that enables him to attend international conferences. Such individuals provide sufficient material and excuse to international media to project negative image of Pakistan.
In international arena few foreign sponsored individuals like Munir Mengal, Hyrbair Marri, Mehran Baloch, Noorud Din Mengal, Samad Baloch etc. and organisations like Human Rights Commission of Pakistan in connivance with local and international media are keeping the issue alive.
The hearing on “Balochistan” by the US House of Representative Committee on Foreign Affairs chaired by Congressman Dana Rohrabacher on February 8, 2012 and subsequent tabling of the bill in US Congress has given impetus to the movement.
Anarchy that prevails in Balochistan has many roots. Infact lack of development in the province, mismanagement, rampant corruption, nepotism, highhandedness of chieftains, ingress of hostile intelligence agencies and global strategic interests in the area contribute towards this mayhem. While government blames foreign hand for disturbance in the province, yet it can’t absolve itself for not being able to check their activities in time.
As a matter of principle, extra judicial killing and forced disappearances are highly deplorable and absolutely unacceptable. But if we look at the issue of missing persons and the way it has been projected one cannot miss the tint of mal-intent in the whole affair. One would extend deepest sympathies with the families of those who have lost their dear ones; but it appears that certain quarters are using their misfortune to deride security establishment of Pakistan.
To arrest the situation, immediate and substantial steps are needed. The government must push through the developmental works, ensure job creation, boost health and educational facilities and above all induce hope of a bright future among the youth.
