NAB chairman gives up plea bargain powers





ISLAMABAD (Online) - The National Accountability Bureau (NAB) has ceased the discretionary powers of its Chairman to allow any defaulters for plea bargain.
It was decided, in principle, to grant voluntary return to all those who request for it. However, this would follow a complete verification of assets of the applicants.
The Executive Board of NAB in its meeting on Wednesday took important decisions to activate the regulators to perform their own functions effectively rather than referring the cases to NAB to recover the amounts lost by misuse of authority, corruption and malpractices. Admiral (Retd) Fasih Bukhari chaired the meeting.
It was also decided to convene the Directors General meeting in the second week of January to formulate policies for a unified approach to eradicate corruption from the society.
In case of Jammu and Kashmir State property, NAB decided to refer the case to Ministry of Kashmir and Gilgit Baltistan Affairs and for review of nominal rents paid by present tenants so as to bring them at par with market rates to avoid the loss caused to the State.
The Ministry may review and revise rates and inform NAB about the fairly enhanced rates to be charged from tenants for disposal of the case.
While authorising the inquiry in case of re-checking of applicant papers/examination results against former Chairman BISE DI Khan, the meeting emphasised the need to focus on moral aspect rather than financial as students were awarded additional marks even without making request for such re-checking.
In case of Bank of Punjab (BoP) loan recovery case against fake collateral, the meeting was of the view that BoP should inform NAB about actions taken so far to recover the loan.
The meeting took a serious view of the fact that BoP had done nothing on its part to recover loan from Three Star Hosiery, Active Apparel International, Dandot Cement, Muhammad Rasheed and his two sons, besides recovering no money from the firm City Developers and other persons.
The meeting took a serious note of the fact and developed consensus to prosecute/proceed against Muhammad Yaqoob of village Gallozai for lodging a frivolous complaint against a retired DSP Ghulam Muhammad of Peshawar which could not be substantiated.
The meeting was informed that money allocated for installation of windmills and tube wells for 17 Districts of Balochistan was misappropriated and nothing existed on the ground.
However, after inquiry initiated by NAB, the contractor started installations and put them in operation.
The NAB Balochistan would submit separate reports after monitoring the progress in all districts.
It was decided to hire services of retired revenue officials to deal with illegal allotment of land cases.
