Ineligible XEN defies orders

In defiance of official orders, the executive engineer of Sadiqia canal division has refused to relinquish charge.
According to the orders issued on September 05, 2013 by Secretary Irrigation Capt (r) Zahid Saeed, Mr Liaquat Ali was directed to report the Irrigation Department for further posting at the position. Mr Liaquat’s job cannot be extended as EXEN (BS-18) as an inquiry (1406/2012) and an FIR (67/11) are lying pending against him with the Anti-Corruption Establishment Bahawalpur. Thus, he is not eligible for the position as required under rule 10(B) of the Punjab civil Servant (Appointments and Conditions of service) rules 1974. However, the officer is performing duties as EXEN and allegedly extorting huge money for water theft. Repeated attempts were made by this scribe but the EXEN did not received the calls.
WATER THEFTS DETECTED: The Punjab Monitoring Irrigation Unit conducted raids and found water theft through 10 illegal water outlets.
The PMIU was tipped off that water theft on a large scale was underway at Sadiqia canal. A special team conducted a raid at Bhoraywala Section and found 10 illegal pipes attached with the canal while 10 illegal water outlets also existed. The official were told by the local farmers that water thieves were being patronised by canal officers.
