PESHAWAR - In the last two years Khyber Pakhtunkhwa Assembly passed a total of 37 bills and of the 102 tabled resolutions, only 38 were debated on the floor of the house while entertaining 227 questions out of 828.
Presenting the two-year performance report of the Khyber Pakhtunkhwa Assembly during the provincial assembly session, Speaker Asad Qaiser said that provincial lawmakers took oaths on May 29, 2013. He said during the last two-year period, the Khyber Pakhtunkhwa Assembly received 44 bills and ordinances and out of them 37 were adopted while three more were referred to concerned committees. He said that only one private member bill was passed out of five while the others were under consideration. Likewise, the provincial assembly received at least 227 call attention notices and out of them the government presented its point of view on 45 notices.  “Of the total 41 adjournment motions tabled in the last two-year, 11 were discussed in detail,” he added.
Lauding the role of provincial lawmakers, Asad Qaiser said that JUI-F’s lawmaker Mufti Janan, Fazli Shakoor Khan and Sofia Shahid have raised majority of the questions during these two-year. Besides, other legislators have also taken an active part in lawmaking.
After presenting the report, coming into the assembly proceedings the Khyber Pakhtunkhwa Minister for Public Health Engineering (PHE) Shah Farman said that the government is working on a monetisation policy to arrest the misuse of official resources in the province.
He was responding to a question of Anisa Zeb Tahirkheli of Quami Watan Party (QWP) regarding the allotment of official vehicles to unauthorised persons during the question hour of the provincial assembly.
Taking the floor, the woman legislator expressed concerns over the misuse or unauthorised use of the official vehicles by the family members of the government officers. She expressed dissatisfaction over the reply of the administration department regarding the issue.
The provincial minister said the policy will be included in the next annual budget for financial year 2015-16.  However, the minister termed the concern of legislator valid and said the proposed monetisation policy will help redress her apprehensions.
He said that a large number of vehicles have been withdrawn from government officials and presently none of the department has additional vehicles.
However, Anisa Zeb Tahirkheli insisted on her concern regarding the rampant use of official resources and requested referring of the matter to the house committee concerned. The Speaker with the consent of the house referred the matter to the concerned house committee.
Meanwhile, the provincial government also agreed with the proposal of the Nighat Orakzai of PPP for making amendment in Khyber Pakhtunkhwa Local Government Act to give specific time-period to the educational institutions of the University Town for shifting their business to other areas or till provision of alternative space.
Provincial Minister for Local Bodies Inayatullah Khan agreed with the contention and risk of rendering of thousands of people unemployed due to the closure of schools and other commercial activities in the residential areas. During the proceedings, Provincial Minister for Law and Parliamentary Affairs introduced Khyber Pakhtunkhwa Establishment of Civil Mobile Courts Bill, 2015 and the Khyber Pakhtunkhwa Right to Information (Amendment) Bill, 2015 in the house. The Speaker, Asad Qaiser later adjourned the proceeding of the house till June 15.
