CNG stations defy gas holiday rule

ISLAMABAD - All Pakistan CNG Association announced, here on Friday, that the CNG sector would not follow the governments energy plan further and the gas stations should now remain open during the gas holidays throughout the country. Chairman All Pakistan CNG Association, Ghiyas Abdullah Paracha while addressing a press conference said, that generating only two percent electricity from the seven percent gas used by the CNG sector, cannot eliminate the power load shedding. Therefore, he demanded the government to exempt the CNG sector from the energy conservations plan. We had cooperated a lot with the Government regarding energy conservation, however they are not interested in resolving our issues. Therefore we have decided to not close the CNG stations from today (Saturday). The Government cannot close the stations forcefully otherwise we will start our protest, he said. He alleged that the gas companies are charging the hidden amounts in the shape of Gross Calorific Value (GCV). He further added that the gas companies are earning Rs6.5 billion from their customers (commercial and domestic) as they change their prices according to what they will. He said, We will take this issue to the OGRA on August 4, and will demand to refund it from February 2010. Otherwise, we will be forced to increase the CNG prices up to Rs58 per kg. Economic Coordination Committee (ECC) of the Cabinet had told the Oil and Gas Regulatory Authority (OGRA) to revise the prices of CNG on 1st July. This revision of prices was due to the increase in the electricity charges, fuel adjustment surcharge and taxes; though some officials tried stop the revision, said Paracha. He rejected the current increase in CNG prices and demanded that either they (OGRA) should enhance the prices by adding Rs4/kg of GCV, or should refund it to the gas stations and the domestic consumers. He said that only the Punjab province is suffering from the load shedding of gas, as all the other provinces are exempted from it, because of the article 158 of the constitution. The article 158 states that the provinces having the natural resources have the first right to use those resources. He further stated, We asked the Chief Minister Punjab to not favour the extension of energy plan, however he turned down our proposal.
