Audit of devolved ministries in limbo

ISLAMABAD - The Public Accounts Committee (PAC) is scheduled to discuss on Thursday (tomorrow) the audit objections of some devolved and other ministries might face problem while reviewing previous-years audit paras of devolved ministries due to absence of proper mechanism for it. The committee might also defer the devolved ministries audit objection due to non-presence of concerned officials from these ministries, Cabinet Division sources told The Nation. The main committee meeting starts from Thursday (May5) will continue till Thursday (May12). The committee meeting will discuss the audit objects of ministries including finance division, water and power, foreign affairs, federal board of revenue (fbr) and devolved ministries including local government & rural development and education, cabinet division, sources told TheNation. A senior bureaucrat from Cabinet Division, desiring not to be named, said that this pertinent matter of devolved ministry was still not settled properly and it would create problem due to absence of concerned ministry official to respond the audit objections. The matter was brought in the notice of concerned authorities but no appropriate mechanism has been evolved so far, he said, adding that this was much important issue and should have been solved immediately. It is relevant to mention here that a couple of weeks ago, facing such problem, the PAC committee had deferred a scheduled implementation committee meeting in which audit objections of ministry of culture for the years 1996-97, 1999-2000, 2000-2001, 2005-06, 2008-09 were to be discussed. The meeting was deferred, as no concerned official of recently devolved ministry was present in the meeting. According to the available schedule of the Public Accounts Committee (PAC), audit objections of FATA Secretariat, Finance Division, Ministry of Railways will be observed on Thursday (May5). The audit objections of Postal Service, Federal Board of Revenue (FBR) will be discussed on Friday (May6). With two days gap, on Monday (May9) the committee will discuss the audit objections of Ministry of Water & Power. The committee will observe audit objections of Foreign Affairs, Overseas Pakistanis, and Narcotics Control on Tuesday (May 10). The audit objections of Cabinet division, Local Government and Rural Development, and Education Ministry will be discussed on Wednesday (May11). On last day of meeting on May 12 (Thursday) the committee will discuss the audit objections of Industries & Production and Housing and Works. It would not be out of place to mention here that sensing the importance of matter Cabinet Division has issued a letter to PAC for evolving mechanism under which the previous-years audit objections of the devolved ministries be settled. It was also reportedly feared that that national kitty might face bear billions of rupees loss, if it was not resolved timely. Due to such issue, PAC had already deferred a scheduled implementation committee meeting in which audit objections of ministry of culture for the years 1996-97, 1999-2000, 2000-2001, 2005-06, 2008-09 was to be discussed. Although other problems are being resolved which turned up after the devolution of federal ministries, sources said, yet the issue of audit objections are still to be addressed by the 18th amendment implementation commission. It was yet to finalize that in future how to deal the audit objections of the devolved ministries of Population Welfare, Education, Social Welfare, Special Education, Tourism, Livestock and dairy development, Youth Affairs, Local government and Rural development, Special Initiatives, and Zakat and Ushr.
