Record promotions, big reshuffle in bureaucracy

ISLAMABAD - Prime Minister Syed Yousuf Raza Gilani on Friday promoted record number of 50 bureaucrats, majority of them from DMG to grade 22 enabling 51 new top-level postings besides showing doors to five retired secretaries working on extensions. According to a senior official, the Prime Minister Secretariat has conveyed the decision to the Establishment Division Secretary Ismail Qureshi to issue the notifications of promotions and transfers accordingly. Maintaining its prevalence over the civil services, the District Management Group has once again one the lions share from the promotions undermining the right of the Secretariat Group, the official said. According to the official who requested anonymity, the PPP regime promoted a large number of bureaucrats in order to promote some of the favourites lying below in the seniority list. A PM Secretariat handout stated that the Prime Minister had approved the transfers, postings and promotions of the following government servants. Khawja Shahabudin of DMG previously working as Secretary Industries and Production has been transferred as Secretary Privatization. Khawaja had replaced Ahmed Jawad Cheema who retired last year and was working on extension till further order. Ghaffar Soomro getting promotion to Grade 22 has been posted as Secretary Industries in place of Khawaja. Inamullah Khan has been promoted to grade 22 and posted as Secretary Minorities Affairs. He belongs to the Secretariat Group. Zafeer Abbasi, who is also from the Secretariat Group is promoted to grade 22 and will take charge as Secretary Tourism after the retirement of incumbent Secretary Ali Arif. Javed Akhtar, a lateral entry to the federal bureaucracy and currently working in the Planning Division is promoted to grade 22 and posted as Chairman Competition Commission of Pakistan. He would replace Khalid Mirza, former Chairman of the Securities and Exchange Commission of Pakistan. Insiders believe that Mirza a retired World Bank Director and has been punished for objecting to the governments agreement with the millers. Khalid Idrees is promoted to grade 22 and posted as Secretary Zakat and Ushr. He is also from Secretariat Group. Neelam Ali of the DMG has been promoted to grade 22 and posted as Managing Director Overseas Pakistanis Foundation. Another DMG officer Batool Qureshi promoted to grade 22 and posted as Chairperson National Tariff Commission and will take charge after the retirement of the incumbent. Ahmed Mehmood Zahid from the Secretariat Group has been promoted to grade 22 and posted as Secretary Inter-provincial Coordination Division. Abdul Shafiq from Secretariat Group promoted to grade 22 and posted as Secretary Special Initiatives Division. Secretariat Group Ghulam Rasool Aphan has been promoted to grade 22 and posted as Chairman State Engineering Cooperation. Gul Ahmed Rind also from Secretariat Group got promotion to grade 22, he was working as DG NARA, which has been upgraded. DMGs Agha Sarwar Qazalbash has been promoted to grade 22 and would continue working as Secretary Religious Affairs. Aneesul Hasan Moosvi, DMG, got promotion to grade 22 would continue working as Secretary Sports. After promotion to grade 22 the DMGs Maj Moeen would continue working as Secretary Culture. Mansoor Suhail of the Information Services has got promotion to grade 22 and will take charge as Secretary Information after the expiry of the contract of incumbent Ashfaq Gondal who retired earlier and was working on extension. Nayar Hussain, the Police Service officer turned to be member of the Secretariat Group has also got promoted to grade 22 and posted as Secretary Labour. Sabtain Fazal Haleem also got promotion and will take charge of Secretary EAD after the retirement of incumbent Farrukh Qayum. Nargis Sethi promoted to grade 22 as and would work as Principal Secretary to Prime Minister. Sethi a prominent officer of the DMG has been working as Acting Principal Secretary to the PM after the departure of Siraj Shasuddin. Athar Tahir promoted to grade 22. A DMG officer would continue in his existing position. Acting Secretary In Charge of the IT and Telecom Division Nageebullah Malik promoted to grade 22 and would be working as full-fledged Federal Secretary of the same division. He, too, belongs to the DMG. Presently working as Additional Secretary Finance Division Asif Bajwa got promoted to grade 22 and posed as Special Secretary Finance. Qamar Zaman promoted to grade 22 and posted as Secretary Interior Division. Zaman from DMG would replace the legacy of the Musharraf Regime Kamal Shah who retired long ago and was working on extension. Imtiaz Qazi, DMG, got promoted to grade 22 and posted as Secretary Social Welfare. Ishtiaq Ahmed Khan, DMG, promoted to grade 22 and posted as Secretary Election Commission of Pakistan. Qazi would replace Kanwar Dilshad who retired earlier and was working on contract basis. Shahid Rashid, DMG, promoted to grade 22 and his current post of MD Small and Medium Enterprise Development Authority (SMEDA) has been upgraded to grade 22. Nasir Khosa, DMG, got promoted to grade 22 as Chief Secretary Balochistan. Chief Secretaries of NWFP and Punjab Javed Iqbal, and Javed Mehmood, both belonging to the DMG got promoted to grade 22 in their existing positions. Chairman Punjab Planning and Development Board Sami Saeed, DMG, got promoted to grade 22 eventually upgrading the post. DMGs Junaid Iqbal got promoted to grade 22 and posted as Secretary Wafaqi Mohtasib. Another DMG officer Suhail Ahmed promoted to grade 22 and would continue working as Chairman Federal Board of Revenue (FBR). Ghulam Ali Pasha, DMG also got promoted to grade 22. DMGs Ahmed Baksh Lehri promoted to grade 22 and will take charge as Secretary Housing and Works after the retirement of the present incumbent. Imtiaz Inayat, DMG got promoted to grade 22 and would continue as Chairman Capital Development Authority (CDA). Lucky ones from the police services of Pakistan (PSP) getting highest grade in the federal bureaucracy 22 include Syed Shabir Ahmed, Tariq Khosa, Javed Iqbal, Tariq Saleem Dongar, Javed Noor, Dr. Waseem Kausar, and Khalid Farooq. Earlier the five ones would continue in their existing positions while the last two have been promoted in their 'personal capacity. Four of the Audit and Accounts Service were also among the bureaucrats that got grade 22 on Friday. Their names include Javed Arif, Ayub Tarin, Atif Usman, while Ghalib udin has been given the post as Secretary Youth Affairs. Meanwhile, the Foreign Service was amongst the promotion winners as Khalid Khattak Haroon Shaukat, Zamir Akram, Jalil Abbas Jilani, and Masood Khan also got grade 22.
