Army respectable only if it works within law: Nisar

ISLAMABAD Amid loud slogans against corruption and inflation, the Opposition and the treasury benches in the National Assembly on Monday accused each other of poor performance at Centre and Punjab respectively. Leader of Opposition in the National Assembly, Ch Nisar Ali Khan, on a point of order raised a recent incident took place with a sitting minister, saying, I have come to know that a minister was stopped near Constitution Avenue by two army men at a check post. When he (the minister) introduced himself and tried to drive further, the army officials pointed their riffles towards him. Who gave them the right to do so? Nisar held the Government responsible for this incident. Who gave them the right to stop a minister? Only police can stop us. The Prime Minister and the Speaker of the House should take notice of it, he said while demanding probe into the incident. We respect the army which plays its role according to the law and the Constitution. Such an incident never happened even in the regimes of dictators. The incident has breached the privilege of the House. If this is the situation, the House should be packed up, he added in a fiery style. Nisar also came down hard on the Government over the issues of loadshedding, and sugar and POL prices, and targeted the Finance Minister for his continuous absence from the House. The House passed budget almost 5 months ago. The Finance Minister should tell the House how much of it was implemented, he added. Meanwhile the PML-N legislators started chanting slogans Corruption, Mehangai khatam kro (eliminate corruption and inflation). Nisar while talking about sugar prices said that Punjab Chief Minister Shahbaz Sharif wrote two letters to the Federal Government regarding the issue but they did not pay heed to his advice. He further said that despite assurance of the Prime Minister, the Government had not yet introduced the Accountability Bill. We are ready for accountability. If you have cases against us, bring them to the courts. Those who are accountable now want the accountability of others, Nisar added. Later responding to Nisar, Minister for Petroleum Naveed Qamar condemned the incident and assured the House that an inquiry would be initiated and the report would be presented in the House. Talking about petroleum prices, he said that the country was not in a position to provide subsidy to the people. We are buying petroleum products at high rates and accordingly we are selling them. If Opposition has a solution, please share it with us. The price of sugar would soon come down as the Cabinet has decided to import more sugar. We will sell double amount of sugar than its demand to bring the prices down, Naveed assured. Minister for Food and Agriculture Nazar Gondal, however, said that during the meeting of Council of Common Interest, which was attended by all CMs, it had been decided that the three million tonnes sugar, that was stocked, would at once be sold in the open market to bring the prices down. The decision was unanimous, the Minister added. Later PPP MNA Nadeem Afzal Chan gave hard time to the Opposition as on a point of order, he said that Ch Nisar was an experienced man and it was good if his experiences were utilised in Punjab. Addressing the Prime Minister and the Deputy Speaker, he said that they did not want the governance as was being practiced in Lahore Development Authority. The schools are being closed. The lands are being sold. Sugar mills are still closed. The people are crying for zaqat. The health project in Rawalpindi whose cost was one billion rupees will now be completed with Rs 3 billion, Chan added. He further alleged that the Government of Punjab could hire people for task force but could not employ teachers to run schools. He said that after the 18th Amendment, provinces were free to produce their own energy producing sources. He questioned how much dams had been constructed there. Replying to the Leader of the Opposition, he said that he condemned the incident took place with Sherry Rehman but the PML-N should also condemn those who became the cause of brain haemorrhage for Javed Hashmi. As he finished the sentence, most of PML-N MNAs stood and started cross talk and targeted President Zardari and other leadership of PPP. However the Deputy Speaker expunged the words of Nadeem regarding Javed Hashmi.
