Record Rs 85 billion allocated for ADP

PESHAWAR - With the increase of 15 per cent in the local share of last years development programme and a New Economic Growth Model, the Khyber Pakhtunkhwa government allocated a record amount of Rs 85.141 billion under the Annual Development Programme (ADP) for the fiscal year 2011-12 as compared to the last years Rs 69.283 billion. During his budgetary speech in the provincial assembly of Khyber Pakhtunkhwa on Saturday, Finance Minister Muhammad Humayun said that formulated on the basis of priorities of the development departments solicited under the comprehensive development strategy, the ADP envisaged manifold increase in allocations for the development sectors as the ADP comprises of 632 ongoing and 403 new projects with the total 1,035 projects to be propelled during the 2011-12 fiscal year for development process of the region. With the source of funding for ADP 2011-12 both from provincial budget at Rs 69028.300 million which stands at 81 per cent and the foreign assistance that included Rs 16112.700 at 19 per cent, the provincial fiscal budget goes with the following schemes of things: a total of Rs 7115 million has been allocated for elementary and secondary education in ADP that included 32 ongoing and 26 new schemes. With 21 ongoing and 17 new schemes, higher education sector has been allocated Rs 3,027 million, health sector Rs 6,467 million with 88 ongoing and 34 news schemes, Rs 2,392 million for drinking water supply and sanitation including 12 ongoing and 4 new schemes; social welfare sector Rs 440 million with 29 ongoing and 9 new schemes, auqaf, haj, religious and minority affairs were allocated Rs 78 million with four ongoing and seven new projects; Rs 8,770 million for roads with 116 ongoing and 18 new schemes; Rs 800 million for building including 19 and 17 ongoing and new projects respectively; urban development has been allocated Rs 1,541 million with seven ongoing and three new projects; water Rs 3,006 million with 73 ongoing and 31 new plans, agriculture Rs 1,355 million with 47 and 24 ongoing and new projects respectively; forestry Rs 792 million with 50 ongoing and 11 new projects, environment Rs 74 million with 10 ongoing and six new scheme, sports, culture, tourism and archaeology Rs 1,225 million with 13 and 25 ongoing and new projects respectively, energy and power Rs 1320 million with seven ongoing and 13 new projects, industries Rs 2,382 million with 21 ongoing and 53 new schemes, regional development Rs 5,063 million with 19 ongoing and 22 new plans; research and development Rs 313 million with seven each ongoing and new projects, population welfare Rs 165 million with only one new project; districts ADP Rs 1520.300 with 1 new scheme, Tameer-I-Khyber Pakhtunkhwa Rs 2480 million, ST and IT Rs 356 million with eight ongoing and 14 new projects, transport Rs 65 million with four and three ongoing and new projects respectively; food allocated Rs 540 million with five ongoing and three new plans; labour sector Rs 96 million with four news projects, mines and mineral sector allocated 661 million with two and 12 ongoing and new projects respectively, information sector Rs 112 million with four ongoing and three new projects, law and justice sector Rs 273 million with five each ongoing and new schemes, PSDP devolved Rs 4500 million, finance sector allocated Rs 7,164 million with two ongoing and 13 new projects as well as the home sector was allocated Rs 3196 million with 18 ongoing and 11 new projects in the ADP for year 2011-12. For the year 2011-12, the size of foreign assistance is Rs 16112.700 million for 39 projects and the counterpart funds have been envisaged as Rs 102.623 million. Of the total foreign assistance, the grant portion comprises Rs 12794.480 million whereas loan component is Rs 3318.220 million. For the year 2010-11 the size of foreign assistance was Rs 9283.682 million for 19 projects with the counterpart funds were envisaged as Rs 1560.803 million.
