NA passes Criminal Law Amend Bill 2010 amid uproar

ISLAMABAD Amid strong protest of the Opposition in the National Assembly against the Government for opposing resolution on price hike in petroleum products, the legislators Thursday passed The Criminal Law Amendment Bill 2010. After the question hour, Opposition in the National Assembly, once again, started its protest while demanding the Speaker and the Government to let the resolution against new petroleum prices be tabled in the House. The members of the Opposition kept chanting slogans for suspending the rule for the resolution. However Treasury benches remained stuck to their stance that an adjournment motion on the same issue was on the agenda and the Opposition can start discussion on it, which was not accepted by the Opposition. Meanwhile, Deputy Speaker National Assembly Faisal Karim Kundi asked the House to start debate on the submitted adjournment motion regarding increase in the prices of petroleum products resulting in price hike in the country. However despite several calls from the Deputy Speaker no one gave his or her name to speaker to participate in the debate. Those who want to debate on this public issue may submit their names to the Chair as they could take part in it, Kundi said but no one even from the treasury benches stood to submit his name. Finally he asked the mover of the adjournment motion Marvi Memon to start speech but she refused and said that he should first start voting for the passage of resolution after which she would open the debate. Later disappointed Kundi deferred the adjournment motion and went for the legislative business. On one side the House was echoing with slogans and desk thumping by the Opposition, while on the other the treasury benches were busy in legislation. During heavy noise and protest, the Lower House passed the Criminal Law (Amendment) Bill 2010 to further amend Pakistan Penal Code 1860 and the Code of Criminal Procedure 1898 while Minister of State for Finance Hina Rabbani Khar presented the statement of accounts of the Securities and Exchange Commission of Pakistan for the financial year 2008-09 before the House. As the Lower House completed its agenda, the Deputy Speaker announced to adjourn the House to meet again on Friday (today). Earlier Minister of State for Education Ghulam Farid Kathia while responding to a calling attention notice regarding shortage of Ph.D. teachers in the country said that there were thousands of Ph.D. teachers in the country and there was no deficiency of experienced teachers. He said that the Government was trying to employ Ph.D. teachers in educational institutions to improve standard and quality of education. He added that at present 8,000 Pakistani students were completing their Ph.D. programmes in different countries, adding that out of these, 800 students had returned after completion of their degrees and continued their services in different educational institutions.
