Khyber Pakhtunkhwa to Hazara Pakhtunkhwa

ISLAMABAD The passage of 18th Constitutional Amendment from the senate remained uncertain on Monday ostensibly for lack of consensus over the proposed Khyber Pakhtunkhwa name for the NWFP and PML-Ns last ditch effort to change it as Hazara Pakhtunkhwa. The major opposition party, Pakistan Muslim League-Nawaz took another turn apparently as a face saving effort to push for Hazara Pakhtunkhwa to address the grievances of the people of Hazara, the region considered as the partys political bastion. Well-placed political sources informed TheNation that the PML-N had contacted the PPP and ANP leadership to review the name to address the grievances of the people of Hazara. We are trying to convince the PPP and ANP to evolve consensus over the NWFP name through the Parliamentary Committee for Constitutional Reforms headed by Senator Mian Raza Rabbani , PML-N key leader and Opposition Leader in the National Assembly confirmed the partys move during an informal interactive discussion with media. Chaudhry Nisar Ali Khan conceded that his party had not realised that this would spark such a violent reaction in Hazara over this name. However, he made it clear that his party would not budge from the word Pakhtunkhwa, thus added that the conflict would further intensify because of positions of other political parties including the PML-Q over the name Pakhtunkhwa. The PML-Q that has considerable number in the Senate had threatened to reject the proposed Khyber Pakhtunkhwa in the Senate and is in contact with other smaller parties including the JUI-F, Jamaat-i-Islami, PPP (Sherpao) and independents to make it difficult for the Government and the PML-N to get the proposed name approved from the Senate. The PML-N has, in the meantime, evolved a three-point strategy to get its new proposed name Hazara Pakhtunkhwa done by pressurising the PPP-led Government. There are three critical issues that the PML-N would like the PPP and ANP to address these issues and these include renaming of NWFP as Pakhtunkhwa, retaining of clause four of Article 17 of the Constitution and withdrawal of President Zardaris special remission orders for the convicts, Chaudhry Nisar Ali Khan said. Answering a query, he said that to the best of his knowledge there had been no opposition from the defence establishment to the proposed 18th Constitutional Amendment. Without naming the intelligence agencies, he did not agree that such a violent reaction in parts of Hazara over Khyber Pakhtunkhwa was the handiwork of any hidden hand. Meanwhile, sources in the ANP and MQM said that both the parties were reluctant to budge from their respective positions over Khyber Pakhtunkhwa. For the ANP leadership, it would be very difficult to annoy the people of Khyber Agency because they have not only taken it as major achievement of the ANP but also provided an ample opportunity to bring FATA into mainstream politics.
