Delay in releasing funds to multiply losses

ISLAMABAD - The prolong delay on part of the Government in releasing the money for restoration of communication system wiped out by the flash floods in the different parts of country could further be damaging for the road infrastructure. The National Highway Authority (NHA) has been waiting for funds to consume it for the reconstruction but the department concerned is yet to release funds for the destroyed road infrastructure, well-placed sources informed TheNation. Experts of roads infrastructure believe that the delay in reconstruction of the roads could further increase loss, as the damage cost of road infrastructure is exceeding Rs13 billion. When contacted, NHA Chairman Chaudhry Altaf expressed his concerns, saying that there was dire need of money but still it was not received for the reconstruction of roads. He rushed to remark that NHA was expecting money in coming weeks for reconstruction. Terming it a big task to reconstruct road communication system, official sources said that damage cost was further increasing and further delay in release of funds might cause huge loss to the country. It may be mentioned here that the initial assessments suggested that around 1000 bridges and over 400-kilometre roads had been damaged, which would cost over Rs13 billions to repair.It was also learnt that earlier National Highway Authority (NHA) along with Asian Development Bank and World Bank had made an emergency plan for reconstruction of the important roads but it was not materialised yet. According to the damage assessment available to TheNation, In Khyber Pakhtunkhwa (KP), around 325-kilometre roads and 20 bridges were damaged. In Punjab, 88-kilometre road and seven bridges were damaged, while in Sindh, 139-kilometre roads and two bridges were affected. In Balochistan, 20-kilometre roads and one bridge was damaged, while 150-kilometre roads and 10 bridges were damaged in Gilgit-Baltistan and Azad Jammu and Kashmir. At Singum (at km 220) the temporary bridge has also been washed away. Ahead of it the road is closed for traffic (at km 221-223) and traffic is being re-routed through Batuka Nala, a provincial road of northern areas. Kotri-Kashmore Road (N-55) was submerged under 8-10ft water (at km 400-431) due to breach in Thori dam. Sukkar-Jacobabad Road (N-65) was also under water at a portion of 06 km (at km 46-47 and km at 61-64) and road was closed for traffic. Indus Highway Traffic was suspended on DG Khan side where a bridge is damaged on Kashmor-Ramak Section and the restoration work is badly hampered due to fresh wave of floodwaters. In Balochistan Jacoabad-Sibi-Saryab (Quetta) Road was closed for traffic due to overtopping of floodwaters on the road at a height of 2ft.
