ISLAMABAD - Prime Minister Yousaf Raza Gillani has ordered postings of his confidant bureaucrats to eleven key slots in the federal bureaucracy including Cabinet, Establishment, and Commerce Divisions on Friday, he has yet to choose one to be his Principal Secretary. Consequent upon instructions, the Establishment Division promptly issued notifications with regard to nearly a dozen top-level bureaucrats' postings and transfers late Friday evening. However, the notifications were not made public till filing of this report. Although officials in the higher circles of bureaucracy ruled out general impression of the Prime Minister asserting his powers against the President's reported interference in the government affairs, sources reported Gillani ensured this time that his orders were implemented at once, out of the normal routine. According to well-placed sources, the Prime Minister summoned the Establishment Division's relevant officers to the PM Secretariat for issuance of 11 notifications separately. Normally, the Division's Establishment Wing staff is asked, after the office timing, to go back to their offices for notifying the PM's instructions, especially for high profile bureaucratic reshuffles. Somehow or the other, the PM has given Cabinet Division to Zafar Mehmood who was Officer on Special Duty (OSD in other words in the Estab's pool of spare officers). Principal Accounting Officer (Federal Secretary) of cabinet division is considered to be highly powerful as well as supposedly most senior slot in the bureaucracy. Second most effective position in the federal administration namely the Establishment Division has gone to Ismail Qureshi, who has been transferred from Water and Power Division. Sulman Ghani previously serving as Health Secretary has been assigned as the Commerce Secretary. Sibtain Fazle Haleem would replace Ghani in Health. According to sources, there were three in run for the Commerce Ministry including Tariqpuri, Abdul Rauf Chaudhry, and Ghani. Tariqpuri fell short of getting promotion to Grade 22 and has been given assignment of Investment Division as Additional Secretary In-charge. At the same time, the other contender for Commerce Division, Abdul Rauf Chaudhry got Education, the slot that was vacant since retirement of Jehangir Bashar amid Farah Dogar case. Next in line, with regard to the importance of the position, Housing Division has gone to G M Sikandar. As per the Friday's notifications, Sami Khilji would be the Secretary Railways. The sources further told TheNation that Establishment Division's separate notification has posted Ashraf Hayat as Secretary Planning and Development Division. At the same time Tariq Pervez would be serving as National Coordinator at the National Counter Terrorism Authority. Last but not the least, Kashif Murtaza who was Chief Secretary Azad Jammu and Kashmir during the 2005 earthquake in the northern areas has been posted as Secretary, Science and Technology.
