OGDCL flouts merit in appointing GM

ISLAMABAD Violating the prescribed qualification and experience, the authorities of Oil and Gas Development Company Limited (OGDCL) have appointed an ineligible person as General Manager (Projects) at monthly salary of Rs400,000. Despite crystal clear objection in the audit report 2009-2010 Para number 200 on the page 288, the OGDCL authorities couldnt take any action against the GM (Projects) as yet. As per advertisement published in newspapers on April, 2009, the GM (Projects) to be appointed in OGDCL should have at least 20-year experience in oil and gas field projects and minimum 10-year of experience at senior management position. Moreover, the prescribed qualification for the post of GM (Projects) is Masters in Petroleum/Mechanical/Electrical Engineering. Qamar Zaman Somo the present GM (Projects) was appointed on contract basis for a period for three years vide letter dated July 15, 2009. Subsequently the said person joined the OGDCL on August 27,2009. It has been said in the audit para Qamar Zaman Somo is holding the Bachelors degree in petroleum instead of Masters degree. The officer did not possess the requisite experience in the field of Oil and Gas field projects as prescribed in the press advertisement. It is also said in the audit para 200 that this irregular appointment will result million of rupees loss annually. When this scribe contacted the Irfan Babar Khan external Communication Manager OGDCL, he confirmed that audit para 200 was against the said person. To a question he said that, the said person was performing his duties as General Manager (Joint Venture) instead of GM (Projects). To another question he said it was the management that had given him the assignment of GM (JV), I dont know whether he holds the expertise in joint venture or not, he maintained. This scribe made repeated attempts to record the comments of Qamar Zaman Somo, but he was not available for comments.
