US Representative for Pakistan and Afghanistan, Richard Holbrook has said that unless Pakistan situations change, Afghan situation could not improve. In a statement, Richard Holbrook said that under an agreement with Pakistan, US or NATO forces would not cross the Pakistani borders. Pakistan's tribal areas were the reason for Western world's worries, as the terrorists were planning attacks in areas adjacent to the Afghan borders and action would have to be taken against the terrorists existing in these areas. US Special Representative further said that Pakistan was a sovereign country, therefore US could only allure Pakistan, but could not resort to any sort of pressure.
