PM fumes at secys' absence

ISLAMABAD - Prime Minister Syed Yousuf Raza Gilani Wednesday took strict notice of the absence of relevant federal secretaries from the National Assembly when cut motions for their respective ministries were being tabled in the House for debate. He termed their absence contempt of the Parliament. The Prime Minister expressed this on the floor of the House while speaking on the ruling of the Deputy Speaker, given on Tuesday in which he had asked the secretaries to ensure their presence in the National Assembly during debate on cut motions. The absence of secretaries of the relevant ministries during debate on cut motions is contempt of the Parliament. Cut motions are presented in the House only once a year and during debate on them not only secretaries, rather ministers and parliamentary secretaries must also remain present. If they do not attend the session, they are not supposed to serve the country, he said. The Prime Minister also said that he was aware of the concerns of members of the House in this regard. I myself listen to the debates on cut motions whether I am present in the House or in my chamber or office as the debate on cut motions is a privilege of the members of the House, the Prime Minister told the National Assembly. He further said it was also the responsibility of the respective ministers to ensure the presence of the secretaries of their ministries and the secretaries should also listen to the ministers as well. I have issued clear instructions to the ministers to ensure the presence of their ministries secretaries, especially when cut motions for their respective ministries are tabled in the House. If they dont, then they do not deserve to remain on their posts, he added. Meanwhile, Prime Minister Gilani said that the Special Committee of the Parliament on Constitutional Reforms has the role to suggest reforms for bringing constitutional amendments in order to establish supremacy of the Parliament and restore the 1973 Constitution in its original form. The Prime Minister expressed this while speaking in the National Assembly on Wednesday. He appreciated the role of the Speaker for constituting the Special Committee and said now the role of the committee has started for preparing constitutional amendments for the supremacy of the Parliament. It was the commitment of Shaheed Mohtarma Benazir Bhutto and a part of the manifesto of Pakistan Peoples Party (PPP) to restore the 1973 Constitution in its original form and in this regard the parliamentary committee would recommend amendments to the Constitution. The PPP has fulfilled its promise, which had been made with the nation. Now the role of the Speaker is over and the role of the committee has started to bring reforms in the Constitution, he said. Reciprocating the remarks of the Prime Minister, Speaker National Assembly Dr Fehmida Mirza thanked him and the parliamentary leaders for supporting her in constituting the Committee.
