ISLAMABAD - With the much debated London Conference on Afghanistan around the corner, some of the proposed points to be discussed in the events agenda could highly disappoint United Nations, besides the diplomatic circles of neighbouring countries. The proposed agenda that would be taken up on January 28 include Afghan governments direct access to funds, instead of United Nations, to be provided by the donors. Another proposal envisages primary military control of numerous provinces in central and peripheral parts of Afghanistan under Afghan forces with US ISAF to act as a 'supporting force, and the eviction of NATO forces in the next couple of years. Off-the-stage-discussions with United Nations Assistance Mission in Afghanistan (UNAMA) officials plainly indicate that UN holds 'substantial and valid reservations regarding the direct access to funds by the Afghan government. On January 19, United Nations Office on Drugs and Crime had released a report indicating that the corrupt Afghan rulers have gobbled the hard-earned 1.5 billion pounds or $2.5 billion of the ordinary Afghans. A UN official went so far as to assume that providing direct funds to Afghan authorities sans any vivid transparency system would amount to 'eroding the already eroded system. Given their track record, it would be suicidal to give direct funds to Afghan authorities, its like eroding the already eroded system, the diplomat told this newspaper from Afghanistan. Although a proposal of setting up of 'transparent system in energy and mega productive sectors would also be under discussion, but the agenda itself is visibly narrow in its approach and deals with a specified sector instead of focusing on unbridled corruption and administrative flaws. According to UN diplomats, Afghan authorities and their US counterparts are 'visibly irked with the international body, particularly UNAMA, over the events that have taken place lately. Prior to the UN report on rampant corruption in Afghanistan, the international bodys findings had termed the last years presidential elections as flawed and manipulated. UNs findings indicate that one-thirds of total votes polled during the elections were bogus and fake. The UN Secretary General had openly discussed the particular report in United Nations Security Council session. It is to be mentioned here that UNAMAs chief on Monday demanded of Afghan authorities to remove the names of some key Taliban leaders from the list of UN terrorists list. Kai Eide had also stressed upon US to expedite the 'pending reviews of Bagram detainees. Both these demands have dealt 'yet another blow to Karzai regime and its US bosses, which explain why US and Afghanistan are out to curtail UNs role in Afghanistan. The proposal related to handing over of military control to Afghan forces implies the setting-up of stage for Indian presence. It is a crystal clear reality that incapable Karzai-led government alone can never take control of the suburbs and peripheral areas of Afghanistan like Paktia, Khost, Herat and Helmand. India would be assigned a major military role in the region to do the task and serve US interests in the long run.
