US appoints special energy coordinator for Pakistan

NEW YORK (APP) - The United States has appointed a special International Energy Coordinator reporting directly to the Secretary of State to help Pakistan in securing energy security by assisting it in implementing energy projects undertaken by Pakistan. US Secretary of State Hillary Clinton disclosed it during meeting with President Zardari in New York on late Thursday evening. The meeting was also attended by the ANP President Asfandyar Wali, Federal Ministers Shah Mahmood Qureshi, Shaukat Tarin and Rehman Malik, Secretary General to the President Salman Farooqui and Ambassador Hussain Haqqani. Hillary Clinton was accompanied by President Obamas Special Envoy for Pakistan and Afghanistan Richard Holbrook and senior officials of the US State Department, including Robin Raphel the newly-appointed International Energy Coordinator for Pakistan. Briefing the journalists, spokesperson to the President Zardari, Farhatullah Babar said that the International Energy Coordinator will visit Pakistan later next month for discussions on ongoing energy projects and to speed them up with the US assistance. Robin Raphel will also visit Pakistan next month to coordinate the US aid flow to Pakistan, he said. Farhatullah Babar said that the President also raised the issue of direct financing of some projects without reference to the relevant states authorities. Hillary Clinton said that the US State Department had already taken note of the concerns expressed by some senior Pakistani officials in this regard. She said steps had been taken so that no project was undertaken without reference to and clearance from the states relevant departments and officials. President Zardari thanked Hillary Clinton for the continued US support to Pakistan particularly the approval of the Kerry-Lugar Bill in the Senate just on the day of the FoDP summit in New York. Ina dramatic gesture the passage of the Bill was announced by President Obama himself towards the close of the FoDP summit. President Zardari suggested that the poverty alleviation program launched by the government under the Benazir Income Support program (BISP) was a prime candidate for assistance under the Kerry-Lugar Bill. Hillary said the US administration would be pleased to see its economic assistance spent on extricating the poorest of the poor from the poverty trap. The Secretary of State said she was a great believer in the future of Pakistan adding, The potential of democracy unleashing the creative energies of the people of Pakistan was very great. She said that she was keen to know the strategy of the Pakistani government in overcoming its problems and how the United States could assist in it. She said the impressive turnout of the heads of states and governments at the FoDP summit exceeded her expectations. Describing it as a vote of confidence in Pakistan she said that it had become possible as a result of the courage shown by the government and the people of Pakistan in the fight against militancy.
