FIA summons Moonis Elahi

ISLAMABAD - Federal Investigation Agency (FIA) probing the NICL scam on Wednesday summoned Moonis Elahi, son of former chief minister Punjab Pervaiz Elahi, and also sought the record of its DG Waseem Ahmeds visits to Karachi to ascertain their alleged links with the scam. The investigations into the case have taken a new turn after the reappointment of Zafar Ahmed Qureshi as inquiry officer to probe the National Insurance Company Limited (NICL) corruption scandal. Additional Director General FIA Zafar Ahmed Qureshi said that Moonis Elahi had been summoned today (Thursday) in the agency Lahore office to question him in connection with the scam. The FIA has served a summon notice in this regard at his residence in Lahore. Presently, Moonis Elahi is abroad, as according to some media reports he had left for Dubai on January 20. The investigators have also sought the immigration record to investigate the exact whereabouts of Moonis Elahi. FIA has the powers to summon any person for investigation over any complaint of his alleged involvement in the white-collar crimes. Earlier, FIA had sent a set of questionnaires to Moonis Elahi to include him into the investigations but he had denied receiving it and termed the allegations a mere case of political victimisations. The FIA had also sent such questionnaires to Qasim Amin Dada and Chief of Transparency International in Pakistan Syed Adil Gilani for their alleged involvement in the scandal. Zafar Ahmed Qureshi also said that if Moonis Elahi denied to face the investigations and did not make sure his presence before the investigators, his arrest warrants would be sought from the court of law. The FIA is also mulling to issue red warrants for Moonis Elahi through Interpol in case Moonis did not return to the country. The name of Moonis Elahi in the NICL scam had surfaced after the statement of Adul Malik, Manager of Al-Tahoor (Pvt) Limited, a company owned by Moonis Elahi. Abdul Malik had confessed during interrogations that he had facilitated the men of Mohsin Warriach, the main accused in the scam, in getting opened fake bank accounts where transitions of millions of rupees were made and also got Rs220 millions from them and later handed over the money to Moonis Elahi. In another development, the sources in FIA have informed that Zafar Ahmed Qureshi had sought the record of visits of DG FIA Waseem Ahmed to Karachi for investigating the charges of sheltering Qasim Amin Dada, an accused in the NICL scam. Zafar Qureshi has sought the record from the Director Administration FIA. The FIA has also recorded the statement of Moazzam Jah, Director FIA Karachi, in this regard. Mr Jah in his statement said that he knew about the presence of Qasim Amin Dada in DG FIA camp office about three or four days before the registration of a case against him. He has also stated that he came to know about this through the lower staff of the camp office. The sources in the FIA disclosed that the purpose to seek the record of DGs visits was to analyse the statement of Moazzam Jah whether or not the DG was present in Karachi when Mr Dada was allegedly found with him. The Supreme Court of Pakistan had asked FIA to investigate the matter and take action against DG FIA Waseem Ahmed under the law for sheltering an accused if allegations levelled against him proved true. The SC had directed this after Moazzam Jah had informed the court that FIA could not arrest Qasim Amin Dada because he used to sit with DG FIA in his camp office. Zafar Qureshi had also coordinated with the FIA Karachi office for the arrest of Qasim Amin Dada and every possible effort was being made to arrest him. While refusing to reveal actual whereabouts of Ch Moonis Elahi, the son of a former Punjab chief minister, the PML-Q high command on Wednesday decided to fight legal battle to defend the sibling of its top leader in the NICL scam case. Talking to The Nation, PML-Q spokesman Akram Chaudhary said, It is insignificant whether Moonis is in the country or abroad, the PML-Q will fight a legal battle to prove the innocence of partys senior leader, Ch Moonis, who faces allegations of involvement in the scam. He claimed that the PML-Q leaders were being implicated by the Federal and Punjab governments in false and fabricated cases just to punish them for exposing the shortcomings and poor policies of both regimes. We will face the politically-motivated cases and will not leave the country under 10-year package, Akram said. The PML-Q leader claimed that the PPP-led regime forced the PML-N to withdraw its deadline on 10-point agenda. In return, he further said, the PPP promised to halt 23 cases against the PML-N leadership filed in the accountability courts. Sources in the PML-Q, privy to the developments, told this scribe that Ch Moonis is currently abroad and will come back at an appropriate time and face the allegations in a court of law. Moreover, Punjabs Parliamentary Secretary for Health Dr Saeed Elahi, who is also PML-N leader, claimed that Ch Moonis had fled the country with connivance of influential people in the federal government and bigwigs of the MQM to evade arrest in the NICL scam.
