Interior Ministry gets ISI, IB control

ISLAMABAD - In an unprecedented move on Saturday evening, the government placed Inter-Service Intelligence (ISI) and Intelligence Bureau (IB) under Interior Ministry, which according to defence analysts could undermine the role of the supreme spy agencies. Prime Minister Syed Yousuf Raza Gilani has approved the placement of IB and ISI under the administrative, financial and operational control of the interior division with immediate effect, according to a cabinet division notification. Commenting on the placement of country's two major intelligence agencies under Interior Ministry, Lieutenant General (Retd) Hamid Gul said it was good news for the enemies of the Pakistan and it was a time of celebration for India and Israel. Terming it a part of deal with America, he noted that after the suicide attack on Indian Embassy in Afghanistan, the Indian government had stated that it would break the ISI and now it had succeeded in breaking such an institution that had been a defending line of Pakistan's other institutions. "The history informs that Pakistan Army fought for the 36 days but it is ISI that has been fighting with the enemies and always played a defensive role to save the country," he stated. Former ISI chief said that the Prime Minister's decision to place those agencies under interior division would reduce the role of ISI. "Its latest role after the decision tells that now it will fight with our own people, as the institution would be employed on interior level," he observed. "Government says that judges cannot be restored with Prime Minister's notification and matter would be discussed and solved in the Parliament but he (Prime Minister) can put the ISI and IB under interior division with a notification," he stated. He added that Parliament had lost its importance and government did not consider such issues to be discussed in the Parliament. He said there was a time when Indian army chiefs had asked Rajeev Gandhi to form an organisation like ISI and now such steps of the government were condemnable. Defence and security analyst Tallat Masood on the other hand termed it a good move by the government and said, "It would enhance the cooperation between all intelligence agencies and consequently will augment the efficiency level of institutions," he noted. He said the decision would also reduce the allegations on ISI, as Indian government had been holding ISI responsible in different incidents. Advisor to the Prime Minister on Interior Rehman Malik talking to TheNation from London hailed the decision, which according to him would boost coordination between different security institutions. He said even before the move the security agencies had been working against terrorism in a well-coordinated manner and helped a lot to curb the menace of terrorism in the country. He further said that ISI had played a pivotal role in the war on terror. It is pertinent to mention here that International Crisis Group (ICG) in its last report on Pakistan's police had recommended the government of Pakistan to remove ISI from military control.
