ISLAMABAD - Information Minister Qamar Zaman Kaira has said that parliament is the right forum to make decision about the construction of Kalabagh Dam.

Addressing a ceremony at the 46th founding day of the Pakistan People' Party, Kaira said that despite many odds like judicial murder of Zulfiqar Ali Bhutto, witch-hunting of Benazir Bhutto and implication of President Asif Ali Zardari in fake cases, PPP gave due respect to the judiciary and would continue to do so. "We are not among those who had attacked the superior judiciary," he added.

He said that the federation was in tatters when they (PPP) took over and the government had strived hard to strengthen the federation and now they could only request the respectable judges to remain in their domain and let parliament decide the politicalissues.

Kaira said that strong and stable institutions could only guarantee strong Pakistan and it would only possible when all the institutions would work within their constitutional limits.

The minister was confident that PPP would win the upcoming national elections with thumping victory in Punjab along with other parts of the country, adding that the popularity graph of his party was rising in the province as its candidates were winning on the seats vacated by the PML-N candidates.

He said that the PPP had given identity to the down-trodden sections of society and all its policies and steps were directed to serve the poor masses.

Kaira said that the PPP history was studded with the struggle against dictatorship while others preferred fleeing the country in testing times.

Opining on the president's role in politics, the minister said what a political party should do if not politics. He said that before President Zardari, the Presidency used to conspire against democracy but now the president was taking decisions to strengthen democracy and the federation.    

He said that Zardari was the president who had relinquished his powers voluntarily and handed them over to parliament, besides devolving powers of the federation to the provinces to strengthen their autonomy. Addressing the function, Capital Administration and Development Minister Nazar Muhammad Gondal said Shaheed Zulfikar Ali Bhutto laid foundation of the PPP to voice against the miseries of common man.
