As unemployment has increased in the country the State Bank of Pakistan has taken some steps to add to the problem of the people. They have started depriving smaller provinces of their quota in the recruitment of lower staff, such as assistants, clerks, coin note examiners, vault peons, messengers, drivers and all kinds of non-gazette staff. On the other hand they manage to recruit and appoint their own people on contract or through other methods. They hire these people without giving any advertisement in the daily newspapers which is a requirement. For security purpose, the recruitment system has been centralised and all the staff is recruited by the head office at Karachi and the offices in provinces are not allowed to recruit for any post of lower staff, previously all offices in the provinces were allowed to make recruitment, according to their demand, for staff in the concerned provinces. Now the security staff has to be retired military personal, this has deprived the smaller provinces of their quota in recruitment. I would like to request all authorised organs of the state to provide equal opportunity to all its residents.
