KARACHI - The Sindh Assembly on Monday unanimously passed the Sindh Land Revenue (Amendment) Bill, 2008, and adopted a resolution seeking official passports for its members and their families. Law Minister Mohammad Ayaz through a motion, titled "The Sindh Land Revenue (Amendment) Bill, 2008, sought the insertion of section 6-A in the Sindh Land Revenue Act 1967. "The 6-A, renaming of a district or taluka- notwithstanding the provisions contained in section 5 and 6, if the provincial assembly has passed or passes a resolution to the effect that a district or a taluka may be re-named, the government shall by a notification, rename the said district or taluka, as the case may be". In the statement of objects and reason, it said, the government is empowered under section 5 and 6 of the Sindh Land Revenue Act, 1967, to create districts or talukas in the province. In order to empower the government for renaming the district or taluka, as the case may be after the names of prominent personalities, who rendered outstanding services to the nation, it is expedient to amend the Sindh Land Revenue Act, 1967. Expressing his views, MQM leader and Sindh minister Syed Sardar Ahmed said that it had been done in other provinces as well. He said in Punjab, district Montgomery was re-named as Sahiwal and Lyallpur was renamed as Faisalabad while certain districts in Balochistan had also been renamed. He said the house shall authorise the government in renaming by passing this bill. Minister for Revenue Murad Ali Shah said that Nawabshah district shall be named after Shaheed Benazir Bhutto, adding that through this bill government should be empowered to create new districts and talukas in the province. Supporting the bill, Minister for Information Ms Shazia Marri observed that it was an important amendment. She said the colonial forces who occupied this territory left behind their traces by naming districts and cities after their own people. She said it would be better if the cities were renamed after the personalities who have sacrificed their lives and rendered meritorious services for the country and the nation. Minister for Food Mir Nadir Magsi said that four persons were killed when district Qamber was created so this district shall be named after Shaheed Benazir Bhutto. Opposition leader, Arif Mustafa Jatoi, said that it was the basic principal of democracy that people of the area should be consulted before changing the names of concerned districts. He suggested for holding referendum before renaming any district. Upon which Shazia Marri said the house comprises of elected representatives of the people who reflect the will of the people. Jam Mehtab Dahar, Rafique Engineer, Humera Alwani, Shama Mithani, Mir Hassan Khoso and Shamim Ara Panhwar also supported the bill. After passing the bill, PPP member Dr. Sikandar Mahendaro moved a resolution, thereby requesting the chair to relax relevant rules, enabling him to table a resolution. After relaxation of rules Dr. Mahendaro moved that," this assembly resolves and recommend to the government to approach the federal government to issue official passport to the members of Sindh Assembly and their family as contemplated under article 4 of the constitution". The resolution was unanimously carried in the house after discussion. The Law minister through another motion requested the chair to defer constitution of the standing and other committees till the next session. The motion was approved. Minister for Culture Sasui Palejo drew the attention of the house towards what she dubbed the apathy of Dow Medical University authorities for not allowing admission to disabled student Ayesha Piracha, though the girl qualified on merit. Terming the incident as unfortunate, Shazia Marri demanded that the girl should be granted admission. Minister for Health Dr. Saghir Ansari informed the house that Governor Dr. Ishrat ul Ebad Khan has taken strong notice of the incident and assured the house that the issue would be resolved. Education Minister Pir Mazharul Haq assured that the issue would be resolved amicably.
