ISLAMABAD - The Capital Development Authority (CDA) will hold an inquiry into the expiry of validity period of a tender namely “soft landscape for up-gradation of existing sector G-6 & F-6 Islamabad.”

According to the documents available with The Nation, the case pertains to the issuance of administrative approval (AA/ES) by the finance wing of the CDA for work on the proposed landscape. The tender for the work was called in June this year wherein 15 contractors participated. M/S NAY Engineers by quoting 32.86 per cent below the notice inviting tender (NIT) cost remained the first lowest and the deputy director (urban-I) accepted the bid on June 17, 2014.  The case was referred to finance wing CDA on July 11 for accord of expenditure approval.

The CDA AFA (B) observed, “Concerned division may explain as to why tender was called without proper notification of allocation and ways and means clearance as per practice in vogue.” Director quantity survey (QS) CDA, however, stated that the finance wing had issued SOP in June 2013 and after that hundreds of cases had been dealt by them and they never raised observation to adhere to the SOP, whereas the instant case was purely non-technical for which even no technical sanction was required as per board order/instructions.

The director identified it a case of negligence on part of the officials concerned due to which validity period of tender expired and proposed that an inquiry into the affairs needs to be conducted.

Meanwhile, on the directions of chairman cda, enforcement directorate is carrying out operation against encroachments in the federal capital.

The CDA board has imposed a ban on allotment of all kinds of kiosks in Islamabad since 2011 and after cancellation of licences, enforcement directorate of CDA has been carrying out operation against illegal kiosks on war-footing. Anti-encroachment teams of CDA demolished three kiosks in vicinity of sector G-8 while two kiosks were demolished in front of Pakistan Institute of Medical Sciences.

Separately, on the directions of Chairman CDA Maroof Afzal, pink ribbon breast cancer awareness seminar and walk were held by general surgery department of Capital Hospital.

The seminar and awareness walk were led by Executive Director Capital Hospital, Dr Asif, while director administration Capital Hospital and more than 100 doctors including consultants and female doctors participated in the seminar and awareness walk. Meanwhile, the Capital Development Authority (CDA) has notified that weekly Mangal Bazaars of I-9 and H-9 will not open on November 4, 2014  (10th Muharram) on account of day of Ashura. A press release issued on Friday said that both the markets would not be functional on Tuesday.
