KARACHI - FARAZ ISRAR - Muttahida Qaumi Movement conveys the vision of prosperous Pakistan under the slogan of Ba-Ikhtiar Awam (empowered people).

MQM’s Deputy Convener Dr Farooq Sattar expressed these views while declaring the party manifesto with 14-point agenda during a press conference at Lal Qila Ground, Azizabad here on Monday.

He said that MQM was struggling to reform Pakistan according to the vision of Quaid-i-Azam Muhammad Ali Jinnah and Allama Iqbal where everyone has equal rights and lead honourable life without any discrimination on the basis of colour, race, language, region, beliefs, sect, religion.

He stated that party was working for empowering the poor people at grass root level and keeping in view of this objective the MQM is giving the slogan of “Empowered People” for its manifesto drawn for Elections 2013.

MQM has focused on social, economic and individual growth while the manifesto with 14 points agenda, includes education, health, economy, urban development, agriculture, governance, terrorism, rights of women and minority, energy, local bodies system, youth, overseas Pakistanis, foreign policy and welfare state.

Sattar said that the dual education system would be abolished and Urdu-medium institutions would be brought at equivalence with the English-medium institutions, adding the religious seminaries would be brought in main stream system of the education. Steps would be taken in order to raise the literacy rate, adding free and compulsory education would be must to children from 5-16 years of age. He said the party would increase the health budget by five per cent and hospital would be built in various Tehsils, Districts and villages for the accessibility of health facilities.

Sattar claimed that they would increase investment chance for the international investor in the Pakistan by providing them land form industrial zone and lessen the cost of doing business in the country.

While prices of oil, petrol and other items would be gradually reduced for controlling inflation and improving the standard of living of common people, adding the energy crisis would be solved and issue of circular debt in the power sector would be resolved.

Administrative working of PIA, PSO, Pakistan Railways and Pepco would be improved, he added.

Sattar said that the party had set all the arrangements to introduce micro financing following the model presented by Bangladesh’s Professor Younus Grameen. Talking about the utility bills, he said the party was aiming to reduce the charges by 20 to 40 percent and the reduction was possible by removing indirect taxes and rates.

He said that single administrative agency would be established in each city and district that would work under an elected city or district Nazim. Traffic management will be taken back from the police department and it will be brought under the control of city or district governments.

Sattar was with view that National Terrorism Policy will be formulated in consultation with elected representatives, police, bureaucracy and the armed forces for eliminating the scourge of terrorism from the country. Regarding the production of arms and its trade and illegal movement would be stopped, MQM have already submitted a motion in the National Assembly on January 16 for this purpose.

Talking about the local government system, he added that local government institutions are the nursery of democracy, hence system of local government would be established and power and resources would be given full autonomy.  Constitution will be amended to lift the bar on overseas Pakistanis having dual nationalities from taking part in elections, Sattar added.

He said that foreign policy of Pakistan will be free and sovereign while required friendly and cordial relation with all countries especially the neighboring countries.

Sattar said that Kashmir dispute would be resolved through meaningful and genuine dialogues according to the wishes and aspirations of the Kashmiri people.

In the end, he said election manifesto of the MQM would produce results as it gives effective solution to all the problems and people would repose their confidence in MQM on the day of election by making it successful by ballot.
