LAHORE The future of over 15 Senior Superintendents of Police (SSPs) hangs in the balance as they are not being given field postings, which could enable them to become DIGs in line with the Establishment Division Police Rules. However, dozens of other officers, quite junior to them, have been doled out field postings in various districts of the Punjab, leaving a big question mark on the criteria of promotion of PSP (Police Service of Pakistan) officers. According to the seniority list, the officers of the 20th Common Training Programme have been sidelined, while those belonging to the 30th Common [Training Programme] have been appointed as DPOs and on other senior posts. For example, Bahawalnagar DPO Salman Ali Khan belongs to the 29th Common. Likewise, Rajanpur DPO Sohail Zafar Chattaha came from the 30th Common. The list also shows that Sheikhupura DPO Rana Shahid Pervaiz (reportedly not confirmed even to the rank of SP) has been enjoying several coveted slots, while the officers who were appreciated by police top guns at several occasions, have been made to sit in offices only. You can realize the defenselessness of IG Punjab by knowing this fact that the DPO Kasur Gohar Nafees, who is allegedly involved in lodging fake FIRs against the innocent people in connection with the statements of the victims of Canal Motors Scam could not be replaced by the IGP Javed Iqbal so far, a senior police officer said on the condition of anonymity. According to him, postings in the FIA, Motorways and Highways police and some other postings have recently been declared as field postings, but a dozen of senior officers have even deprived of these postings. Insiders at Punjab Police Headquarters believe that Inspector General of Police Javed Iqbal has been cornered as he cannot even appoint any SP in his personal capacity. No doubt, he is consulted, various issues are discussed with him but at the eleventh hours the decision of posting/transferring of any SP/SSP is taken by the bosses in Chief Minister Secretariat, they added. According to them, a senior doctor-cum-bureaucrat directs IG Punjab to do whatever the top brass of the Punjab Government wants to see. According to the official criteria, service tenure, record, completion of ACRs, general reputation, intelligence reports and courses completed with the National Defence College or Staff College and NIPA are analyzed before appointing/transferring any such senior officer. We have numerous examples showing corrupt and ill-reputed officers discharging duties as District Police Officers, but the IG Punjab cannot even replace them with senior officers, the sources added. According to the criteria followed by the Federal Selection Board, each Assistant Superintendent of Police is bound to have field postings comprising two years for the promotion to the rank of SP. Similarly each SP is bound to have two years field postings for his/her promotion to the rank of SSP and two years for DIG and so on, they added. According to the details, SSP Imran Ahmar, AIG Legal SSP Ihsanullah Bajwa and Motor Transport SSP Mirza Shakeel (19th Common Training Programme), PSO to IGP SSP Fiaz Ahmad Dev (20th Common) AIG Finance SSP Jawad Ahmad Dogar (21st Common), AIG Logistics SSP Fawaduddin Qureshi (24th Common), Special Branch SSP Admin Sarfraz Ahmad Falki, Gujranwala SSP Investigation Shaukat Abbas, former SSP City Traffic Lahore Intisar Hussain Jaffery, Lahore SSP D&I Shariq Kamal Siddique and awaiting-posting SSP Imran Ahmar (27th Common) and Special Branch SSP Security Muhammad Zubair Dareshik (28th Common) have been waiting for field postings since long. None of these officers has been appointed as DPO or to any other field posting. Reportedly, SSP Intisaar Hussain Jaffery has even never been transferred from the Traffic Department. When contacted, Nabeela Ghazanfar, DPR to the IGP, said: IGP Javed Iqbal has made it clear that each posting is being made on merit.
