No welfare society sans socio-economic justice: Shahbaz

LAHORE - Punjab Chief Minister Muhammad Shahbaz Sharif has said that establishment of welfare society is impossible without provision of socio-economic justice to the people. He was presiding over a meeting held to review the recommendations of Task Force established for provision of speedy justice and redressal of problems of common man at Chief Ministers Secretariat, here on Friday. PML-N Quaid Mian Muhammad Nawaz Sharif especially attended the meeting. Opposition Leader in National Assembly Ch Nisar Ali Khan, MNAs Ahsan Iqbal, Anoosha Rehman, Senators Pervez Rashid, Ishaq Dar, Provincial Ministers Rana Sanaullah Khan, Ch Abdul Ghafoor, Chairman and experts of Task Force were also present on the occasion. The meeting reviewed in detail long-term policies and decided to immediately implement the short-term policies. Shahbaz said it was need of the hour to bring effective changes in 62 years obsolete system for providing speedy justice and bringing comforts in the life of common man and resolving problems of the neglected segments of the society. He said that on the direction of Mian Muhammad Nawaz Sharif, Punjab government is implementing a comprehensive programme for the welfare of the poor people of the province. He said that chief secretary, inspector general of police, all secretaries and heads of departments at district and tehsil level will hold open kutcheris three days in a week and will take effective steps for resolution of peoples problems. He directed to constitute Nigran (vigilance) committees for monitoring police stations and bringing change in Thana culture. Addressing the meeting, PML-N Quaid Mian Nawaz Sharif said service to the people and redressal of their problems is the manifesto of PML-N and such reforms are being made for improving the performance of the institutions for providing speedy and cheap justice to the people as will remove the difficulties of the common man at the earliest. Nawaz said that the mission of provision of justice to the common man at his doorsteps was in fact the mission of earning the blessings of Almighty Allah. He said that the present situation of the country demanded that government should provide socio-economic justice to the people. He said, service to the people is a worship and we will have to serve the people with the same spirit as country could not progress without resolving peoples problems and providing socio-economic justice to them. The PML-N chief said that the taskforce headed by Justice (R) Khalilur Rehman has formulated solid recommendations for the welfare of the people and provision of speedy justice to the common man which are laudable. He said that through implementation of recommendation of taskforce not only peoples problems could be solved but revolutionary changes would be made in the society. He said that the programme of open kutcheris for the resolution of peoples problems should be made purposeful and comprehensive system of monitoring should be evolved for reviewing the performance of these kutcheris and it should be ensured that the fruits of open kutcheris should reach at the lower level. He said the open kutcheris should be held three days in a week on Monday, Wednesday and Friday from 8:00 am to 10 am and there should be no other official engagement during these timings on that day so that the chief secretary, inspector general police, secretaries and tehsil and district administration should be available in their offices for redressal of peoples problems. He said that complete record of providing relief to the people and applications submitted during open kutcheris should be maintained. Nawaz Sharif said Nigran (vigilance) committees should be constituted throughout the province for monitoring police stations and bringing change in Thana culture so that the provision of speedy justice to common man at Thana level could be ensured. He also directed to constitute a special committee headed by Provincial Minister for Law Rana Sanaullah Khan for identifying the responsibilities of the members and scope of these committees which will submit its final recommendations within two days. He said that peoples service spirited persons should be given representations in these committees. He also directed to consider the proposal of setting up of a legal endowment fund through which free legal aid could be provided to the poor litigants. He said provision of immediate justice and redressal of peoples problems is our top priority and we have initiated practical measures for this purpose. He said that such practicable reforms would be brought in all departments including revenue and health in the light of the recommendations of task force. It was decided that the meeting of the committee for providing speedy justice and redressal of problems of common man will be held thrice in a month. The participants of the meeting presented their suggestions with regard to reforms and redressal of problems of the common man.
