Islamabad = A committee constituted by the Islamabad High Court (IHC) to examine the award of contract for building complex at Sector G-5 Thursday submitted its report before a Division Bench (DB) of the IHC.
In the report presented to the IHC DB comprising Justice Athar Minallah and Justice Aamir Farooq, it was stated that the pre-qualification of the contractor Interhome to whom this building contract was awarded, was not transparent.
After submission of the report, the IHC dual bench issued notices to Interhome and directed to respond to the present situation through a counsel, as the court also wants to hear their version as well. Then, the IHC bench deferred the hearing in this matter till April 08 for further proceedings.
Earlier, with the mutual consent of the parties, the same IHC bench had formed the committee comprising Nespak, officials of the ministry of housing and works and officials of the public procurement regulatory authority rules (PPRA) to determine transparency in awarding of contract.
The committee in its report said that the pre-qualification of the contractor was not done in accordance with PPRA rules and it has also recommended action against the official who initiated bidding process of this project.
The committee was formed after a private construction firm Gondal construction had alleged that the contract was awarded in an illegal manner. Gondal construction through their counsel Khizar Rasheed Advocate had contended Pakistan Public Works Department (PWD) awarded that contract in violation of PPRA rules.
