KARACHI - Despite severe financial constraints in the City government, the incompetent and lethargic bureaucracy has failed to overcome these crises. Instead of taking concrete steps to produce revenue for the City government, the bureaucracy has failed to run those projects which are already completed months ago. These projects have the potential to produce handsome amount of revenue. Lines Area Parking Plaza is the sole proof of their lethargy, which has failed to attract the commuters to park their vehicles and also its dozens of shops and offices are yet to be auctioned. Informed sources said that Pakistans first ever multi-storey car parking plaza in Lines Area, developed by CDGK, is going towards failure due to lack of coordination between the traffic police and City government as only 50 to 70 vehicles parked in the plaza which has the parking capacity of 700 vehicles. The parking plaza had been constructed on the land of Lines Area which is adjacent to the Citys biggest commercial centre and business hub, Saddar and Empress Market, where hundreds of thousands of citizens daily come to for shopping and other professional activities. The site was selected for the construction of parking plaza keeping in view the horrible traffic congestion in Saddar area. Due to unavailability of any parking area, commuters had to park their vehicles on important thoroughfares, streets and other corridors due to which traffic gridlock was created on all the important roads of Saddar. The cost of the Lines Area Car Parking plaza is stated to be around Rs700 million. Informed sources in the Transport and Communication Department (TCD) said that it is one of the biggest project of the department and as far as the financial cost of the project is concerned. Months back when Governor Sindh Dr Ishratul Ebad and City Nazim Mustafa Kamal inaugurated the parking plaza it was hoped that the parking problem in Saddar and Empress Market would be resolved. But unfortunately it could not happened and commuters, visitors, shopkeepers coming to the Saddar do not park their vehicles in the parking plaza. The TCD officials when contacted said that it was the responsibility of the traffic police to ask the commuters to park their vehicles in the plaza instead of parking on the streets and roads of Saddar. It may be noted that at least 9 important roads in Saddar have been declared No Parking Zones including Mir Karam Ali Talpur Road, Dawood Puta Road, Shahrah-e-Iraq, Abdulah Haroon Road, Sir Aga Khan Soyem Road, Preedy Street. On these roads, No Parking signboards have been installed but the commuters park their vehicles just under these signs and traffic police didnt take any action against this practice. It is interesting to note that people parked their vehicles just in front of Lines Area Car Parking Plaza at Preedy Street and did not park inside the plaza. The TCD officers when contacted said that they had sent several reminders to the authorities concerned in the traffic police to take notice of continuous illegal parking in Saddar. But they did not take any notice due to which commuters have avoided parking their vehicles and traffic congestion still exist in the Saddar area. It is also learnt that final decisions regarding the auction of overall 88 shops at ground floor, 74 shops at Mezzanine, 60 offices at 6th floor, 60 offices and shops at 7th floor could not be taken so far which could provide an handsome revenue for the City government.
