ASP declared PO; 7 other cops booked




ISLAMABAD - Amid major development in an alleged death in police custody, Islamabad Capital Territory Police (ICTP) have declared ASP Khalil Ahmed as proclaimed offender while investigation was still under way to ascertain the prime accused.
“We are thoroughly investigating the case of torture to death in police custody and interesting detail is coming out. Meanwhile, ASP Khalil Ahmed, one of the eight accused in this case, has been declared proclaimed offender and police teams are raiding to get hold of him,” SP Rural, Sardar Sadaqat, told TheNation on Sunday.
Since ASP Khalil, one of the eight police officials accused of torturing an innocent labourer to death in police custody, has been declared as proclaimed offender, while others are moving freely following bails from courts, family of labourer Sadat Ali, will have to wait for long time until justice is done.  Following Sadat’s death, police registered a case against eight police officials, including the SP Ishaq Warraich, ASP Dr Khalil Ahmed, SHO Asjad Ali and ASI Gul Khan.
“Police officers have contacted us to accept money for blood. We have made clear to them that we want the accused to be punished for what they had done to Sadat,” Sumaira Ali, widow of Sadat told TheNation on Sunday.
It is pertinent to mention here that Sadat Ali, accused of kidnapping, himself went to Sabzi Mandi police station (Islamabad) a couple of months back to prove his innocence. However, he was subjected to immense torture in police station which resulted into his death.
A postmortem conducted by a medical board confirmed that Sadat was tortured in traditional police style.
Inspector General of Police (Islamabad) Bani-Amin Khan, taking action on the incident, ordered police to lodge an FIR against the officials nominated in the complaint lodged by the victim party. The Industrial Area Police, consequently, registered an FIR (No. 367/12) against SP (Industrial Area Zone) Ishaq Warraich, ASP (Industrial Area Circle) Dr. Khalil, SHO (Sabzi Mandi) Chaudhry Asjad Mehmood and Investigation Officer (IO) ASI Gul Khan under Sections 302, 109 and 342 of the Pakistan Penal Code against the SP, ASP, SHO and the Investigation Officer.
Later on, DIG Tahir Alam was assigned to investigate the case, however, he is yet to conclude the investigation despite passage of almost two and half months.
