I thank you Mian Nawaz Sharif, Prime Minister of Pakistan for taking notice of my appeal published in The Nation (on 12 June 2013) and visiting site of Neelum–Jhelum Hydropower Project(NJ) of 969 MW. As you know the main reasons for our failure to complete this mega strategic-project are significant delays caused by funding issues, poor planning and lack of national will to complete it before India's Kishanganga Hydroelectric Project.

Unfortunately an International Court of Arbitration at The Hague has already ruled in favour of India on the Kishanganga hydroelectric project and upheld India’s right to divert water from the hydroelectric project to Kashmir. However, water storage priority rights will be decided by early completion of the project by Pakistan or India as per Indus Water Treaty. The Neelum-Jhelum project’s early completion is of immense importance to Pakistan to avoid a permanent loss of Rs. 30-35 billion per annum for ever if failed to construct before India.

Sir, you have already approved the new National Energy Policy. Your decision to clear the circular debt at war-footing by paying Rs. 322 billion before June 30, 2013 will result in reduction of loadshedding immediately. During your visit to NJ, your direction to the authorities concerned to ensure completion of NJ project one year ahead of schedule is manifestation of your cherished desire to put the economy back on track at the earliest. However, the completion of this project on schedule or before schedule is totally dependent on provision of funds. We have already lost more than one year precious time due to non-funding by previous government. Therefore, I appeal to you to provide funds to NJ on emergency basis immediately i.e. in July 2013. Provision of early funding will result in storage of vital supplies before start of winter and snowfall especially at Nosheri and Neelum Valley.
