ISLAMABAD Discussing arm licence scandal, Public Accounts Committee (PAC) on Wednesday directed the Ministry of Interior to submit detailed report on the issuance of 133,219 arm licenses during the last three years. The meeting chaired by Chaudhay Nisar Ali Khan was held in the National Assembly. The Committee was informed in the meeting that the ministry issued 44558 new arm licences in 2007-08, whereas there was no record of Rs 223 million license fees. Giving his views, MNA Hamid Yar Hiraj said that Interior Ministry had issued fake licences out of the quota of the Parliamentarians. Expressing his views, he also hinted at the involvement of the Interior Ministry, PM Secretariat, and National Bank in the scandal. On this issue, Secretary Interior Chaudhry Qamar Zaman informed the Committee that the Ministry issued 133,219 licences in 03 years and out of which 93446 were non-prohibited. He said that the concerned ministry was probing the matter by scrutinising the data. Discussing the National Assembly and Senate Secretariats Employees Cooperative Housing Societies scam in the meeting, Additional Director General FIA said that DC Islamabad with the collaboration of Tariq Khakwani, Deputy Secretary NA, distributed Rs 90 million in three parties by violating the rules and without even buying any land. Chaudhry Sajjad was of the view that out of Rs 160 million, as much as Rs 90 million were given to Usman Nawaz Khokar, Hajji Naeem and Malik Tabaruk Hussain, said Chaudhry Sajjad. PAC Chairman said that action would be taken after forming a joint committee of NA and Senate. He further said that the action would be taken against the Deputy Secretary and FIR would also be registered. He asked the Secretary Interior to take special measures to improve working of the ministry and its allied departments and introduce accountability mechanism to check malpractice. Tariq Khakwani admitted that he was not the only one involved in the scam but DC Islamabad was also involved with him. The FIA official said that the Chief Commissioner Islamabad de-freezed the accounts of the Housing Society and helped usurping the money. In his defence, the DC Islamabad said that On February 25, he was removed from the position and the Society was allowed to purchase the land in March.
