LAHORE - Another petition has been filed in the Supreme Court of Pakistan questioning the proclamation of Governor Rule in Punjab. The petition has been filed in the Lahore Registry of the Apex Court by Watan Party through Barrister Zafarullah Khan seeking immediate end to Governor Rule after it was proclaimed by the President on February 25 last in the wake of disqualification decision by the SC against Sharif brothers. The petitioner contends that Governor Rule is absolutely unconstitutional, unwarranted, illegal and based on malafide intent of the government to gain time to win over the support of the MPAs for the formation of PPP government in the province. It says the PPP disliked the PML-N government in Punjab after this party had announced to take active part in lawyers long march. The government did not want to let the lawyers succeed in their movement and Governor Rule has been pressed into service to also thwart the achievement of that objective, it said adding, the PML-N by way of renouncing the ministries in the Centre, has already paid a heavy political price to achieve the reinstatement of the deposed judges therefore, it was hard for it to draw its steps back. The petitioner contends under the garb of Governor Rule, the Punjab Governor has been assigned the task of winning over support of the MPAs for the PPP government in Punjab, which shows malafide intent involved in brining the Governor Rule. It says the Governor Rule can be imposed only when the constitutional machinery fails to operate in province owing to law and order situation and no such like situation existed in the province to invoke the authority of Article 234 and 232 of the Constitution. The petitioner says the said provision of the Constitution don't mention about the role of Prime Minister in Governor Rule but in the instant case, he has been made to say that the measure has been taken on his advice. The fact is, just two days ago, the prime minister had assured the CM of not taking any action against his government in the province but the subsequent matter, shows that Prime Minister's name has been dragged in allegedly only to malign him, it adds.
