CDA lists favoured officers on SC orders

Islamabad  - The concerned directorates of the Capital Development Authority (CDA) have started compiling lists of their officials who were absorbed, illegally promoted, personally up-graded, re-designated or transferred to other government departments in violation of the apex court’s judgements, it has been learnt reliably.
The sources in the CDA told The Nation that the number of the officers/officials who were illegally promoted, absorbed, re-designated or transferred to the other departments during the previous years stands over 40 and the Supreme Court had taken notice of the malpractices going on in the authority. They said that names of Director Labour Abdul Hakeem, DDG One-Window Operations Riaz Randhawa, DD Sports Asif Majeed, DD Hassan Zaidi, Director Public Relations Ramzan Sajid, besides many medical doctors, are in the list.
The law directorate of the CDA has asked its human resource directorate to submit the lists of such officials for onwards submission to the Supreme Court.
The apex court on March 25, 2016 had summoned chairman CDA and secretary CADD to appear on April 14 and explain whether the CDA through its board can absorb officers from different departments and whether employees of CDA can be transferred to other government departments and whether employees of CDA can be transferred to other government departments in, what the apex court called, defiance of the principles laid down in the judgements reported as ‘contempt proceedings against chief secretary Sindh (2013 SCMR 1752)’ and ‘Ali Azhar Khan Baloch versus province of Sindh (2015 SCMR 456).’
The authority and the ministry have to submit a concise statement, stating the names of the employees absorbed in CDA and employees transferred to other government departments with justifications as prima facie all these postings, transfers and absorptions are violent of the principles laid down in the judgments referred above. The CDA has had been a lucrative abode of the government officials since years.
The CDA offers residential plots to its employees during service or after the retirement and the same serves as a great attraction for the government employees.
