KARACHI - The ruling PPP and its coalition partner, MQM on Saturday exchanged their proposals of draft laws of new Local Government system 2011. The proposals were also shared with other coalition partners with a commitment that all allies will come up with final suggestions on the new Local Government system after Ashura. The core committee of ruling PPP and its ally, MQM met at Chief Ministers House and discussed the proposals on new Local Government system. Led by Senior Minister for Education of Sindh PirMazharulHaq with others-Local Government Minister Agha SirajDurrani, Sindh Law Minister Muhammad AyazSoomro and Minister for Archives Department Engineer Muhammad Rafique Advocate represented the ruling PPP, while MQM team led by Syed Sardar Ahmed, Health Minister Dr.Sagheer Ahmed, KanwarNaveedJameel, WasayJalil and WasimAkhtar attended the meeting. Sources said that the both the parties, PPP and MQM held meeting and handed over their draft laws comprising of suggestions on new law of Local Government system 2011. The meeting decided that all the allies will discuss the proposals in their party and will come up with suggestions after Ashura for further discussion. The PPP in its over 90-page draft law has suggested deleting the word Nazims at district, tehsil and Union Council level, proposing Chairmen or Mayor at only district level. Sources said that the PPP has proposed the task to provide municipal services including provision of providing water, sewerage and cleanliness in their areas. Furthermore, the District Governments must be accountable to the provincial governments. The ruling PPP has also suggested that the revenue, police, education and other provincial departments would not be in the domain of the District Governments, arguing that land grabbing and education deteriorated in the province because of their devolving to the District Governments, sources said. In contrast to the PPPs proposals, the MQM in its proposals has suggested more powers for the Mayors of District Governments, sources said. Meanwhile, after meeting with MQM, the ruling PPP held separate meeting with the PML-F and NPP at CM House and shared the proposal of new Local Government system with them. Imtiaz Ahmed Shaikh of PML-F and Masroor Ahmed Jatoi of NPP attended the meeting. In this regard, an official statement issued from CM House said that leaders of PML-Q and ANP could not attend the meeting due their non-availability in the City. After meeting, PML-F leader provincial and member of Sindh Cabinet Imtiaz Ahmed Shaikh told the media that PPP shared the draft of Local Government system with them, which would be shared their party chief, PirPagara. The party will study the draft law and will come up with its suggestion after Ashura, he added. He further said that the PPP proposals are close to the Local Government system of 1979, which has been modified in LG-2011, adding, that ruling PPP has assured them that Commissionerate system will not be rolled back and PML-F will be taken on board over any new development. To a question, he said that govt should hold meetings of core committee of each party and resolve the issues including portfolios of departments. He demanded that PPP and MQM should made public their proposals and suggestions discussed in their meetings. However, MQM leader WasayJalil said that their proposals of is mixture of 1979 and 2001 Local Government system, but he did not share the details of proposals submitted by his party to the ruling PPP.
