ISLAMABAD – After the division of employees over removal of Executive Director of Higher Education Commission (HEC), open confrontation has started between the Commission Chairman and the newly appointed ED by the Prime Minister.
The new ED Qamar Zaman Chaudhry who took charge of his post on Monday transferred HEC DG Owais Ahmad and appointed Mazhar Saeed as DG. Later on, the Chairman Dr Javaid Laghari cancelled the office orders of the new ED, arguing that the Sohail Naqvi is still ED and the Establishment Division does not have the jurisdiction to appoint ED of HEC.
HEC Employees Association, representing over 600 regular employees of HEC, rejected the order of the Chairman HEC to stop new ED Qamar Zaman Ch. from performing his official duties. The Association has decided to hold a massive but peaceful protest against the illegal order of the Chairman issued against the writ of the Government of Pakistan. 
The employees said if the Chairman does not allow new ED to work, they would demand the removal of the Chairman as he has been challenging the writ of the government and supporting the illegal acts of Sohail Naqvi who has been removed by the Prime Minister.
The employees welcomed the new ED and extend full cooperation to the new Executive Director who took charge of his post on Monday and started carrying out his official work. The Officers Welfare Association (OWA) and Employees Welfare Association (EWA) of the HEC, representing over 600 permanent employees, lauded the action of the Prime Minister of Pakistan for declaring all appointments/extensions in MP scales illegal, and giving additional charge to Secretary, Education and Training. “The order of the Federal Government in giving the additional charge to the Secretary MET is absolutely in accordance with the rules,” they said. 
They urged former Executive Director, Dr. Sohail Naqvi to wholeheartedly accept Government’s decision and stop spreading malicious information against the Government of Pakistan. The Establishment Division’s has recently given additional charge of Executive Director HEC to Mr. Qamar Zaman Ch. It may be mentioned here that the same authority (Establishment Division) transferred Dr. Sohail Naqvi from the Ministry of Information Technology to HEC in February 2003. As per HEC Ordinance, the Prime Minister of Pakistan, being the Controlling Authority of HEC, has a supervisory role and has every right to intervene and stop any illegal action taken by the HEC management, the statement issued by the employees said.
