ISLAMABAD " Within a fortnight of the last massive reshuffle in the federal bureaucracy, Prime Minister Yousaf Raza Gilani on Tuesday ordered transfers of another eight top-level bureaucrats including Finance Secretary. According to officials, having instructions from the Prime Minister's Secretariat late Tuesday evening the Establishment Division issued separate notifications for transfers of five federal secretaries and three additional secretaries. Most importantly, the government has transferred Dr Waqar Masood Khan, Secretary Finance to Textiles and Industries Division. Sulman Siddique, who was previously looking after Kashmir Affairs and Northern Areas Division, would replace Waqar Masood in Finance. Senior bureaucrats were unable to understand transfer of Dr Waqar, who according to them, has been instrumental in achieving whatsoever economic stabilization from the economy on the verge of default in October 2008. Some of them were of the view that Dr Waqar has been assigned the Textil Division for being recovery master. It is pertinent to note here that Dr Waqar was the key man behind the success of former Prime Minister Shaukat Aziz in financial governance leading the economy to a growth trajectory for at least five years from 2002 to 2007. Still bureaucrats pointed out that change of Principal Accounting Officer of the Finance Division at the time of government embarking upon budget making was something unusual and could create problems. Ghiasuddin, who was awaiting posting after his removal from the prime position of Secretary Cabinet Division, has been appointed as Secretary to the Wafaqi Mohtasib (Federal Ombudsman). Muhammad Ihtesham Khan, previously heading Secretariat of the Federal Ombudsman, would now be heading Kashmir Division, the vacancy created by Salman's transfer to Finance. Shahid Rafi, Secretary Culture, has been moved to Water and Power Division Ministry that was vacant after Ismail Qureshi was made Establishment Secretary during the last reshuffle mid last month. Consequently, Shahid's position has been filled up by the appointment of Additional Secretary Moeen-ul-Islam Bokhari as in-charge Principal Accounting Officer of the Culture Division. Bokhari has been moved from National Assembly Secretariat. Two newly-created administrative Divisions of federal government namely Livestock and Dairy Development, and Zakat and Ushar would also be looked after by Additional Secretaries In-charge namely AS Muhammad Ali Afridi, and AS Naveed Arif, respectively. Arif has been awaiting posting at the Establishment Division before getting charge of Zakat and Ushar Division, while Additional Secretary In-charge Livestock and Dairy Development came in the same grade from the Population Welfare Division.
