MIRPUR - Members of forward bloc comprising dissident legislators belonging to the ruling All Jammu Kashmir Muslim Conference Saturday filed a no-trust motion against incumbent AJK Prime Minister Sardar Attique in the State Legislative Assembly seeking in-house change of Leader of the House. It was officially declared by the Forward Bloc of Muslim Conference which also enjoyed full support and backing of all the 14 assembly members of the opposition parties including PPP AJK, Peoples Muslim League, MQM and AJKPP in latter's no-trust motion against Prime Minister Attique. The resolution of the no-trust motion, also signed by 16 members of opposition parties and the forward bloc was submitted by Raja Farooq Haider Khan, Member Assembly belonging to the Forward Bloc and President of his faction of the ruling Muslim Conference, in AJK Assembly Secretariat on Saturday. Besides, Raja Farooq Haider Khan, signatories to the resolution include Abdul Majid Khan, Mahmood Riaz, Ch Muhammad Aziz, Col (r) Raja Nasim Khan, Noureen Arif, Sayed Shoukat Ali Shah, Raja Muhammad Sideeque, Sardar Muhammad Yaqoob Khan, Raja Nisaar Ahmed Khan, Muhammad Salim Butt, Ch Latif Akbar, Muhammad Hanif Awan, Muhammad Tahir Khokhar, Abdul Waheed, Ghulam Muhiud Din Dewan and Ghulam Sadiq Khan. The resolution to the no-trust motion against Prime Minister Sardar Attique contained allegations of large scale corruption, malpractices besides unconstitutional, unlawful and immoral activities and steps, massive irregularities and ill-discipline committed by his (Attique) incumbent government. Following is the text of the resolution to the no-trust motion against incumbent Premier Attique filed by the MLA Raja Farooq Haider Khan with the AJK Legislative Assembly - "Being member of AJK Legislative Assembly, the undersigned (Raja Farooq Haider) seriously feels with full responsibility and honesty that incumbent Prime Minister Sardar Attique Ahmed Khan-led government of Azad Jammu and Kashmir has lost the confidence of majority of the members of the assembly following its involvement in several unconstitutional, unlawful and immoral acts, deeds and steps of highly serious nature in the state and government affairs besides massive irregularities, malpractices and decisions taken through misuse of powers at the administrative and political level, as much above to the law. The entire constitutional, legal and administrative structure of the AJK government has completely paralysed. Running the government affairs according to the law and constitution in AJK has not only become extremely difficult but also impossible. The administrational and constitutional institutions in AJK are dagger drawn to each other. The state society was moving toward anarchy and complete ill discipline. Right from the first day of its emergence, the All Jammu & Kashmir Muslim Conference has been the staunch supporter, organ and the custodian of the ideologies and high political principles of Quaid-e-Azam, front-line worker of Pakistan Movement and the rights and aspirations of the people of Jammu and Kashmir. This party (MC) had unanimously passed the historic resolution of Kashmir's accession to Pakistan on July 19, 1947 in Srinagar at the residence of AJK founder President late Ghazi-e-Millat Sardar Muhmmad Ibrahim Khan demanding the then Dogra rulers to materialise the accession of the Jammu Kashmir state to Pakistan honouring the decision and point of view of the majority population of the Muslim-majority Jammu Kashmir state and thus clearly determined the fate of Jammu & Kashmir people with Pakistan. But unfortunately, the sitting Premier Sardar Attique-led Muslim Conference government in AJK is totally denying the basics of the ideologies, theme and the policy, which run constituently in the continuation of the past. The party (MC) has been involved in resorting to a great harm to the Kashmir Freedom Movement by totally staying off the United Nations Resolutions on Kashmir issue, by extending unconditional support to the former dictator President General (r) Pervez Musharraf's four-point formula and the theory of seven-regions, declaring ceasefire line on Kashmir as the line of commerce, extending relations and liasion with pro-India politicians and rulers in occupied Jammu Kashmir and most particularly declaring correct the stance of Sheikh Muhammad Abdullah about freedom war of 1948. Rather the incumbent Attique government has badly hurt the ideologies and organisational identity of the Muslim Conference through taking such unlawful and unconstitutional steps. Thus the ideologically-retarded sitting Attique government has lost the confidence of its members in the legislature. Thus following the reasons mentioned above, Prime Minister of AJK Sardar Attique Ahmed Khan has also the confidence of the house. Being the elected member of the AJK Legislative Assembly the undersigned (Raja Farooq Haider Khan), considers it a constitutional legal and moral responsibility to submit the resolution of no-confidence under article 18 of the interim constitution 1974 of AJK and article 17 of the rule of business of the AJK Legislature and present the name of Haji Muhammad Yaqoob, Member AJK Legislative Assembly as successor of the incumbent leader of the house/Prime Minister Sardar Attique Ahmed Khan.
