KARACHI - As MQM practically joined Tahirul Qadri’s struggle and long march to Islamabad, the ruling PPP while responding in soft manner has announced to amend the Sindh Peoples Local Government Act 2012, which it brought in consultation with the MQM. The PPP’s Sindh government has assigned the task to a committee comprising of experts of law and local government departments to suggest amendments in the Sindh Peoples Local Government Act 2012 to revoke the sections of the law, which are in contradiction with the Constitution.Besides, Sindh Chief Minister Qaim Ali Shah will personally hold a meeting with Prime Minister Raja Pervez Ashraf and submit recommendation of the provincial government to make amendment in the CrPC to transfer the magistracy powers to the Deputy Commissioners, Mukhtiarkars and other revenue officers.Sindh Law Minister Ayaz Soomro disclosed this while talking to a group of media persons here on Thursday. He admitted that some sections of the local government law are in the contradiction of the Constitution, so the provincial government has decided to make amendment in the law. The Sindh Peoples Local Government Act 2012 would be made at par with the Constitution through tabling amendment bill in next session of the Sindh Assembly, he added.It may be noted that after MQM’s decision of joining the long march of Tahirul Qadri on Islamabad, the ruling PPP has decided to make amendments in the Sindh Peoples Local Government Act 2012, which was brought in consultation by incorporating the suggestions of the MQM.Sindh law minister said that the committee of officers of law and local government departments would formulate its suggestions on emergency basis, which would identify the sections which were in contradiction of the constitution. “In the proposed amendments, the district governments/local governments would be handed over only municipal services,” he announced, adding that other functions of provincial departments, which had been devolved in the SPLGA 2012, would be returned back from them. When asked about possible opposition of MQM towards proposed amendments in the local government law, he said that every party had right to take any position in the politics, so the PPP was not worry who is opposing the amendments and who is supporting it. He declared that the doors of negotiations are open for the PML-F, PML-Likeminded, ANP and NPP on the local government amendments and invited them to submit their suggestions. But unfortunately none of them responded positively to the offer of the government neither they identified the objectionable points of the law.He urged the opposition parties to come up with positive suggestions as ruling PPP is ready to incorporate their justifiable proposals in the proposed amendment of local government law. It may be noted that PML-F leader Imtiaz Shaikh, PML-Q leader Shaharyar Mahar and others while addressing a joint press conference on Wednesday rejected the offer of the ruling PPP for amendments in the Sindh Peoples Local Government Act 2012 and demanded complete repeal of it. While, Sindh Law Minister has termed the stance of the PML-F and other opposition parties as rigid and point scoring. He categorically announced that the committee of the law and local government departments’ officers has been directed to come up with suggestions on emergency basis, so that the amendment bill of local government system could be tabled in the next Sindh Assembly session.He further said that PPP government would regularise the services of the contractual employees working in different departments before expiry of the tenure of the assemblies.  Soomro said that Sindh government was formulating its suggestions to transfer the magistracy powers to the Deputy Commissioners, Mukhtiarkars and other revenue officers to control the inflation and other minor crimes in their jurisdiction.In this regard, he said that Sindh Chief Minister Qaim Ali Shah would meet with Prime Minister Raja Pervez Ashraf after January 5, 2013 and hand over the suggestions to make amendments in the CrPC.
