ISLAMABAD - There is no allocation for ministries and divisions devolved or in the process of devolution to provinces either in the Public Sector Development Programme or in the 'Demands for Grants and Appropriations for fiscal year 2011-12. The study of the budget document showed that there was no allocation for health division, food and agriculture, education, population welfare, livestock and dairy development, environment, special initiatives, women development, social welfare and special education, labour and manpower, local government and rural development, tourism, culture, sports and youth affairs division in PSDP. Similarly, there was no allocation for these ministries in the 'Demands For Grants and Appropriations for the next fiscal year making it crystal clear that the devolution of the ministries and divisions would be completed as per schedule given for the same in the 18th constitutional Amendment. So far some 10 ministries and divisions have been devolved to the provinces. The ministries already devolved to the provinces include population welfare, special initiatives, zakat and ushr, youth affairs, local government and rural development, education, tourism, social welfare and special education, culture and livestock. Ministries of health, sports, environment, women development, minority affairs and couple of others would be devolved to the provinces by the end of the current month. The PPP-led coalition government had shown little respect to the demand of their new coalition partner Pakistan Muslim League-Quaid which wanted the decision to devolve Ministry of Education and Higher Education Commission to the provinces to be reviewed. But, the government has not allocated money for HEC in the budget. A week ago, Chairman Implementation Commission on 18th Amendment, Senator Mian Raza Rabbani had categorically said that the devolution process could not be halted or altered and even in case of the commission would fail to accomplish the task of devolution of the ministries and divisions by the cut-off date of June 30 the same would automatically stand devolved to the provinces under the 18th Amendment.
