ISLAMABAD - Serious differences have emerged in PML-Q just a day after it has joined the federal cabinet, as some of the members are not happy with their portfolios which either do not exist or will be devolved during the current year, sources told TheNation. The sources revealed that MNA Amir Muqam, who took the oath as minister for production the other day, expressed concerns over his portfolio during a ministerial meeting of PML-Q held in the Parliament Building under the chair of Ch Shujat Hussain. He was not satisfied with the portfolio as he held view that the party leadership could not make a good deal with PPP leadership and just a part of the ministry of industries and production was allotted to him, the sources said, adding Amir Muqam also left the meeting in protest. PML-Q leadership did not take their members into confidence on portfolios which were finalised during a meeting with the PPP Co-chairman and they were informed just hours before the oath-taking ceremony, they further said. It is, however, also reported that Riaz Hussain Pirzada who took the oath as federal minister was early selected by the party leadership for minister of state but the decision was changed after strong protest by him. The sources said there were also reservations on the portfolio of health ministry that would be doled out to provinces by the end of June and PML-Q has to renegotiate with the ruling PPP on its substitute. The sources informed that some of the Q-Leaguers were of the view that PPP had brought them down to their own terms and PML-Q could have bargained quite well over the portfolios. However, PML-Q leadership asked their ministers to hold their offices from today (Wednesday) and perform their best. During the meeting, the sources said, it was decided that federal ministers, ministers of states and advisors to the prime minister would work voluntarily and would not draw salaries. The leadership also advised their ministers to take briefing from secretaries of their respective ministries and keep on evaluating their performances on monthly basis. It was also decided that party leadership would observe the performances of their ministers, the sources added. While talking to the media, PML-Q President Ch Shujaat Hussain brushed aside the impression that ministers of their party would be answerable to Ch Pervaiz Elahi. They would be answerable to the prime minister only, he asserted. Earlier, the cabinet division issued four different notifications about the expansion of federal cabinet, appointment of the special assistants, advisors to the prime minister and to bifurcate the ministry of industries and production into two: ministry of industries and ministry of production. According to the notification, ministry of defence production and ministry of industries was allotted to Federal Minister Ch Pervaiz Elahi, Ministry of Health to Anwar Ali Cheema, Housing and Works to Faisal Saleh Hayat, Minorities Affairs to Riaz Hussain Pirzada, Production to Amir Muqam, Overseas Pakistanis to Wajahat Hussain and Ghous Bux Khan Mehr would be a Federal Minister for Privatisation. Similarly, Sardar Bahadur Khan Sehr would be the minister of state for Defence Production, Akram Masih Gill for Health, Raza Hayat Hiraj for Housing and Works, Sheikh Waqqas Akram for Overseas Pakistanis, Rana Asif Tauseef for Privatisation, Shah Jahan Yousuf for Production while the ministry of Khawaja Sheeraz Mehmood was yet to decided. Another notification of the cabinet division has nominated Syed Qasim Shah and Ahmad Yar Hiraj as special assistant to the prime minister and Mustafa Nawaz Khokar has been appointed as advisor to the prime minister on human rights while Bisharat Raja has been appointed as advisor to the prime minister on industries. A memorandum of the cabinet division issued today reads: In terms of Rules 3(2) of the Rules of Business 1973, the prime minister has been pleased to bifurcate ministry of industries and production into two namely ministry of industries and ministry of production consisting of industries division and production division respectively. Consequently, allocation of business to the industries division and production division are as follows: industries division includes national industrial planning and coordination, industrial policy, employment of foreign personnel in commercial and industrial enterprises, federal agencies and institutions for promoting industrial productivity; promoting of special studies in the industrial fields, and testing industrial products. Keeping a watch, from the national angle over general price trends and supply position of essential commodities, price and distribution control over items to be distributed by statutory orders between the provinces. Administration of the Essential Commodities Control Order, 1971, and related laws including price and distribution control, imports and distribution of white oil, explosive (excluding the administration of Explosive Substances Act) and safety measures under the Petroleum Act and Rules made there under, Prescription and review of criteria for assessment of spare parts and raw material for industries, Administration of Boilers Act, administrative, financial operational, personnel and commercial matters of Pakistan Garments Corporation, Ghee Corporation of Pakistan Limited, and Pakistan Edible Oils Corporation Limited. While the production division would constitute of development of industries (Federal Control) (Repeal) Ordinance, 1979, Economic Reforms (Protection of Industries) Regulation, 1972, all matters relating to State industrial enterprises especially in basic and heavy industries, namely State Engineering Corporation, Karachi, State Cement Corporation, Lahore, Pakistan Automobile Corporation, Karachi, State Petroleum Refining and Petrochemical Corporation, Karachi, National Fertilizers Corporation, Lahore, Federal Chemical and Ceramics Corporation, Karachi, Pakistan Steel Mills Corporation, Karachi, Pakistan Industrial Development Corporation (PIDC) and any other industrial enterprises assigned to the division. The notification further declares that necessary amendments in the Rules of Business 1973 will be made in due course. According to a separate notification of the cabinet division Prime Minister Gilani in terms of Rules 3(4) of the Rules of Business 1973 has re-designated Naveed Qamar, Minister for Privatisation, as Minister for Water and Power.
