Islamabad - The Federal Investigation Agency (FIA) has arrested several officials of Capital Development Authority in connection with their alleged role in mushroom growth of illegal settlements in the federal capital, sources in the CDA told The Nation yesterday.

The arrests came at a time when an inquiry is going on at FIA to determine the role of CDA officials in illegal occupation of state land in the city. “The officials went to the FIA office to record their statements but the inquiry officer did not let them come back… they were told that an FIR has been lodged against them for their alleged role in illegal occupation of state land,” sources in the CDA told The Nation. They said the FIA registered the case against 43 CDA officials whom they believe were responsible for checking growth of katchi abadis on state land during the past several years. However, the FIA could arrest only 11 officials. Six directors, two deputy directors and one assistant director are among those arrested by the FIA.

They include Capt (Retd) Shahbaz Tahir, Rizwan Shamshad, Ramzan Joieya, Sajjad Shah, Naveedul Haq, Abdul Latif, Muhammad Attaullah, Abdul Jabbar and Shahid Iqbal. The others booked in the FIR include Faiz Muhammad, Inam Karim Rizwan, Latif Abid, Liaqat Abbasi, Muhammad Iqbal, Asiya Gull, Maqbool Anwar, Fazal Din, Muhammad Irshad, Asif Majeed, Abdul Latif Narejo.

These are senior officers of the CDA. The deputy directors include; Abdul Ghafoor, Mian Dabeer Ali, Muhammad Iqbal, Muhammad Jehanzeb, Sohail Chohan, Muhammad Ramzan, Badar Maqsood and Imdad Ali. Others include Usman Lashari, Babar Sohail, Shahid Khan, Amin Jan, Aftab Nazar, Abdul Hameed, Nadeem Shehzad, Shahid Iqbal, Shahid Kazmi, Raja Muhammad Shafique, Muhammad Nafees, Ghulam Jeelani, Ejaz Hussain and Mukhtar Hussain.

According to the FIA, it acted on a complaint received from the interior ministry on September 21 this year which was reported as “a large area of ICT owned or acquired by the CDA is either under the illegal possession of illegal occupants or encroached with the active connivance and abetment officers and officials of CDA.”

The FIA was directed to immediately initiate inquiry into these violations and illegal occupation and register cases and arrest officials from CDA involved in the establishment and progression of these illegal occupations and possession whether individual or in clusters. “During inquiry, it transpired that in the acquired land of CDA, 56 katchi abadis were established with active connivance and support of CDA officials. Those officers who remained posted in these sectors since 2009 till date are responsible for illegal establishment of these katchi abadis. It was duty of the enforcement and environment wings of CDA to stop and vacate the possession from illegal occupants and land grabbers but they miserably failed to stop and vacate these katchi abadis. These officers during their posting put no significant efforts to stop these katchi abadis, which was mandatory as per law and their charter of duties,” the FIA believes. It has registered the case under section 409, 109 of the PPC.
