RAWALPINDI – Director Legal Anti-Narcotics Force (ANF), Col Akhter Abbas, prayed to Lahore High Court, Rawalpindi bench, Wednesday to reject the pre-arrest plea of PML-N MNA Muhammad Hanif Abbasi as the accused tried to dodge the investigators by submitting fake documents in ephedrine quota allocation scam.

“Muhammad Hanif Abbasi provided phony documents to ANF, investigating the Ephedrine case. The arrest of the accused is necessary for proper investigation of the case and the ANF seeks his physical remand,” Col Akhter said.

Arguing before the court, Sardar Ishaq Khan Advocate, representing Abbasi in the case, said that record of ephedrine quota allotment scam had already been submitted in the court whereas Supreme Court of Pakistan (SCP) is also hearing the case; therefore the LHC Rawalpindi bench should wait for the order of the apex court.

On this, the two-member bench of LHC comprising Justice Sagheer Ahmed Qadri and Justice Baqar Najafi, while rejecting the ANF plea, extended interim bail of MNA Hanif Abbasi till 17 October 2012 in ephedrine smuggling case.

ANF Director Legal Col Akhtar Abbas apprised the bench that the allocation of ephedrine quota to the different pharmaceutical companies was the responsibility of Health Ministry before the 18th Amendment and ANF was only responsible for conducting investigations of ephedrine quota allotment scam. 

Justice Sagheer Ahmed showed his displeasure over the ANF Director’s claims and directed him to produce supporting evidence before the court.

Imtiaz Shaikh, Investigation officer of the case, told the court that all the distributors had been contacted but no one submitted the proper record. Moreover, he said that one of Hanif Abbasi’s distributors was investigated over the quota but he failed to produce any substantial record. The court adjourned the hearing till October 17.

Meanwhile, LHC Rawalpindi bench, also deferred the proceeding in bail applications of former DG Health Dr Asad Hafeez and the owner of a pharmaceutical company till October17, 2012.
