KARACHI - Following the MQM’s inclination to hold meetings with opposition-PML-N, the ruling PPP while showing flexibility in its stance has come up with willingness to accept the demands of MQM for devolution of some provincial departments to the local governments/district governments in new proposed local bodies’ law, sources told TheNation.After the joint meeting of core committee of two parties held at the Bilawal House with President of Pakistan and co-chairman of ruling PPP, Asif Ali Zardari in the chair, Sindh Chief Minister Qaim Ali Shah accompanied with PPP ministers arrived at the Governor’s House on late Monday night and held meeting with Sindh Governor Dr Ishratul Ebad and MQM leaders on new law of local government system.Sources said that President Asif Ali Zardari issued directives to the PPP ministers to initiate deliberations with the MQM on new law of LG system and accommodate the MQM demands.Sindh Chief Minister Qaim Ali Shah, Pir Mazharul Haq, Agha Siraj Durrani, Ayaz Soomro, Syed Murad Ali Shah and Muhammad Rafiq Engineer from PPP side, while Sindh Governor Dr Ishratul Ebad, Dr Farooq Sattar, Syed Sardar Ahmed and Dr Sagheer Ahmed were representing the MQM in the meeting. Advisor to PM on Petroleum and Natural Resources Dr Asim Hussain, who is the mutual friend of President Asif Zardari and MQM chief Altaf Hussain, was also present in the meeting. Law Secretary Ghulam Nabi Shah was also summoned in the meeting aiming to formulate an Ordinance on local government system if two sides develop consensus on the draft of ordinance.Sources said that in a formula to accommodate some of demands of the MQM, the leaders of two parties were busy formulating the new law of local government, which be enforced by issuing ‘Sindh Local Government (Amendment) Ordinance 2012’, if two parties reached consensus on the issue.Different options were being considered including appointment of ‘political administrators to run the affairs of the district governments with powers like Nazims were enjoying in the earlier local government system of 2001.However, PPP has not confirmed but reports aired by the media channels said that the PPP was ready to show flexibility in its earlier stance and ready to devolve some of provincial departments including police, land revenue, education, health and other departments to the district governments in the new law of local government. It may be noted the PPP ministers have been claiming that the PPP and MQM developed consensus on the draft law of local government, in which nomenclature of system and establishment of Metropolitan Corporations in Karachi, Hyderababd, Sukkur and Larkana, as well as other issues have been finalised with consensus. But the two parties have differences over the powers of local governments as MQM demanded devolution of police, land revenue, education, health and other provincial departments to the district governments; however, the PPP have been opposing the demand.Till the filing of this news, the meeting between the two parties was in process at the Governor’s House, which is likely to come up with issuance of ordinance of new law of local government.
