Assembly resolutions

The country is being held hostage to the resolutions of the three assemblies. I have one question for the learned assembly men. The flow in our rivers is 80 percent during June, July and August and only 20 percent during the remaining nine months. However because of the monsoon rains the demand for canal water is 40 percent in June, July and August but it is 60 percent in the remaining nine months. How will they get around this problem without storing the surplus water during the Kharif summer period for use during the lean Rabi winter period. Do they have some solution in mind other than building more dams? And without more dams what will happen to our dwindling reserve of water for meeting any contingency, natural or man made. Will India pay any attention to our complaints if we let surplus flood water flow down to sea.
