Deserving being discouraged

LAHORE  - Despite clear directives from Punjab Chief Minister, IG Punjab has not consider the promotion of a DSP possessing brilliant service record, sources said on Friday.
They said CIA DSP , Imtiaz Bhalli who was given more than 90 appreciation letters, cash prizes of worth millions, police medals and best performance awards by CM. Interestingly officers having controversial service record and juniors in lists were also promoted to the rank of SP but Bhalli who tops seniority list and has no punishment during service was yet waiting for his promotion.
The Punjab CM in a letter to Chief Secretary, Secretary Services and IGP expressed concerns over the recommendations of Departmental Promotion Baord’s meeting held on September 13, 2012 for promotion of DSPs.  The letter says, “Chief Minister has been pleased to approve the recommendations of Departmental Promotion Board subject to the observations that cases of Imtiaz Ahmad Bhalli (Sr. No-1), Ijaz Ali (Sr. No-27), Rab Nawaz (Sr. No.33) Ashiq Ali (Sr. No.36) and Multan Khan (Sr. No.38) may be examined afresh by the Board. The fresh examination is warranted on account of the fact that there have been certain reports in the press alleging injustice to some of these officers. In addition, litigation has been reported regarding some of these cases. ii Case of Rafi Ullah (Sr. No.21) who has been recommended for promotion may also be examined afresh keeping in view the fact that reports from various sources in the past have been found negative in terms of his financial integrity”. 
Last year, the aggrieved DSP approached Lahore High Court (LHC) and the the court sought reply from the respondents who assured the court to consider his case but to no avail. 
The Departmental Promotion Board (DPB) meeting was announced three times on March 10, 12 and then March 21, 2014 but postponed due to unknown reasons. Then the DPB meeting was held on March 25 last month. Well placed sources in Punjab police told this scribe that in the last meeting the promotion case of Imtiaz was not considered again.
The DSP in the year 2009 received Rs 2.4 million cash prize from Chief Minister Shahbaz Sharif on extraordinary performance. IG Police Javed Iqbal issued appreciation letter on arrest of an accused Asif alias Assu on whose arrest Punjab government had fixed head money of Rs400,000. In 2007, the  CCPO awarded him Pakistan Police Medal. In his latest achievement DSP was given an appreciation letter by Additional Inspector General, Aftab Ahmad Cheema on showing good performance in arresting accused involved in case FIR No-385/13 PS Ganjmandi Rawalpindi (Muharramul Haram incident). Cheema said in his letter that Bhalli being a team leader unearthed an important TTP network and net its members. When contacted, Bhalli said: “If it has happened so, it is beyond my perception that why I am not being promoted”. He said he would love to know that on what grounds his case was not being considered for promotion.
