LAHORE - The Lahore High Court on Monday ordered the Punjab special education department to install close circuit television cameras in all schools and buses of special children.

Chief Justice Syed Mansoor Ali Shah was hearing a petition moved by a lawyer over torture of a special child at school bus in Sambrial. The CJ also summoned special secretary for special education.  Earlier, a report submitted by the department said that 273 schools for dumb and deaf children were functioning in the province with 2500 teachers, 754 students and 508 buses for their pick and drop.  It said that the conductors and other staff related to buses were not properly trained.  DPO Sialkot Asad Shafiq informed the court that police had lodged an FIR against bus conductor Mazhar involved in the incident and subsequent legal proceedings were in progress. In compliance of the court’s order, two unarmed police personnel had also been deputed on each bus of the special education schools, he further said.  Syed Miqdad Mehdi had moved the petition through Barrister Sarah Belal and submitted that boys and girls were subjected to torture in the bus carrying students of Daska Special Education Center. A video of torture had gone viral on social media, the petitioner said.  He said that Muzammil and Mazhar who were the conductors of the bus abused the children and pulled them from their hairs in the bus. The children were looking frightened, he said. He prayed the court to penalize the staff involved in thrashing and abusing the children. The court adjourned further hearing until Dec 14.
