Islamabad-National Assembly Standing Committee on House and Library yesterday directed Islamabad Administration to ensure implementation of the joint venture agreement between National Assembly Employees Housing Society and Federal Employees Cooperative Housing Society.

The Committee directed for handing over the plots ready for possession to the Members of NAECHS and actively pursue litigation filed by previous management of FECHS. The Committee also directed ICT Administration to hold the election of the NAECHS. Expressing displeasure at the failure of completion of additional family suites and servant quarters at Parliament Lodges, members asked the Minister of State for CADD to look into the matter on priority basis. Others matters pertaining to possession of plots to members of NAECHS, repair and maintenance work of Parliament House, its Committee Rooms and family suite at Parliament Lodges and up-gradation of National Assembly Library were also discussed. Acting Speaker, Javed Murtaza Abassi conveyed his dissatisfaction at the failure of construction of family suites at Parliament Lodges by the contractor.

 and said that the Project was started in May, 2011 and was supposed to be completed in November 2013. However, due to negligence of CDA and Construction Firm, the work on the project could not be completed till date.  He said that despite several commitments before the Committee, the construction firm did not make sincere efforts to complete the project and unilaterally aborted the contract. He said that due to non-completion of this project, the Parliamentarians were suffering since the last four and half years.

The Minister assured the Committee that he would look into the matter to bring it to its logical conclusion. He said that he would ask CDA to get the work completed from another contractor, and pursue the legal action in the meantime. The CDA Representative informed the Committee that the Contractor had entered into Arbitration and was hiding behind the legal formalities to linger on the issue. He further informed that the Arbitrator had held multiple hearings and would hopefully announce the award on the next hearing.

The Committee expressed its displeasure over poor quality of work and directed CDA to ensure use of quality material and work. The Committee directed to prioritize maintenance work of up-gradation of Committee Rooms and National Assembly Library over other minor works. The Committee also directed CDA to follow financial discipline and ensure utilization of allocated funds within the stipulated time frame.
