Moulvi Iqbal Haider, chairman of Awami Himayat Tehreek Pakistan, submitted an application under Article 184(3) of the Constitution and made the federation through the secretaries of law, justice and parliamentary affairs ministry and defence ministry and director general of Pakistan Rangers respondents. He contended that the appearance of Ijaz before the judicial commission was essential for just, fair, transparent and impartial conclusion of the inquiry into the issue.
